Research On Whole Process Cost Management Consulting Service

At present,foreign engineering cost consulting industry has formed a scale.Foreign engineering construction project cost consulting service mode started earlier and has rich engineering cost consulting experience.Compared with foreign countries,China’s cost consulting industry started late and developed immature.With the increasing scale of China’s construction industry,the complexity and total investment of China’s construction projects are increasing,The phased project cost consultation focusing on the bidding stage and settlement stage can not meet the requirements of the sustainable development of China’s construction industry.China’s engineering cost consulting institutions have ushered in an important opportunity of transformation and upgrading.In recent years,the whole process cost consulting mode has been widely used,some problems are found in the application process.For example,the internal management mode of the cost consulting organization is not perfect,the experience and technical level of the whole process cost consulting personnel are insufficient,and the effect of the whole process cost management is not satisfactory;The engineering development unit does not pay attention to the whole process of cost consultation,the interruption of cost consultation leads to the lack of information and fault,the ability of risk and crisis prediction is reduced,and the advantages of the whole process of engineering consultation are not reflected.Through the research on the whole process cost consulting service content and business process of cost consulting enterprises,this paper analyzes the key to improve the quality of the whole process cost consulting service,so as to give full play to the role of the whole process cost consulting of construction projects.First of all,through the study of relevant literature at home and abroad,this paper analyzes the development situation of engineering cost consulting industry in developed countries and regions,compares the whole process of engineering construction project cost consulting at home and abroad,and summarizes the theoretical basis,so as to pave the way for the following.This paper summarizes the related concepts of the whole process cost consulting service and the whole process cost management from the aspects of the scope of cost consulting business,the specific content of the whole process cost management and the characteristics of the cost consulting service.Secondly,combined with CECA/GC4-2017,issued by China Construction Engineering Cost Management Association on August 25,2017,this paper studies the work content and business process of the whole process cost consulting service,and focuses on how to improve the quality of the whole process cost consulting service.Thirdly,it discusses the effective ways to implement the whole process cost consultation in engineering projects,and analyzes how to improve the quality of the whole process cost consultation service.From the three aspects of organization,management and technology,optimize the content of the whole process cost consulting service,and improve the management level of the whole process cost consulting enterprises.Finally,taking Shenyang WB project as an example,this paper deeply studies the implementation of the whole process engineering cost consulting service in each stage of project construction,and analyzes the implementation effect.The conclusion shows that the whole process cost consulting service can improve the cost management level of engineering construction project,effectively control the cost and maximize the economic benefits.The research can provide methods for consulting enterprises to improve the whole process cost consulting service,and provide some reference for the development of the whole process cost consulting service industry of construction projects in the future,which is of great significance.
