Research On The Process Reengineering Of Maritime Administrative Examination And Approval Under The Environment Of E-government

In recent years,Taicang MSA has pushed forward with reforms that delegate power,improve regulation,and upgrade services,and taken e-government as an important carrier to promote the reform of maritime administrative examination and approval system.The MSA develops the China Maritime integrated service platform as the maritime administration external network declaration system platform and the China Maritime collaborative management platform as the approval system platform for maritime government affairs.The application of the external declaration platform and the internal approval platform provides convenience for the administrative counterpart,effectively improves the efficiency of maritime government services,and further optimizes the business environment.At present,the vast majority of maritime administrative approval business has realized online declaration.The administrative examination and approval items have basically realized "without the need to be physically present" and "without the need for a second trip",but the process of maritime administrative examination and approval still faces many problems that need to be sorted out and reflected.This paper details the current situation of maritime administrative approval of Taicang MSA,and raises questions.By embedding the new public service theory and process reengineering theory,this paper puts forward the measures and suggestions for the process reengineering of Taicang MSA's maritime administrative approval.Firstly,it is suggested to optimize the establishment and functional allocation of maritime institutions,promote the overall process reengineering from top to bottom,adopt the progressive optimization model,and optimize the organizational structure configuration to provide one-stop service model.Secondly,carry out business process reengineeringof maritime administrative examination and approval.When approval is required,the procedures and steps involved will be simplified.Thirdly,roll out the Internet Plus Government Services model.Starting from the service administrative counterpart,e-government and on-site government are organically combined to enrich business acceptance methods.Construct the e-government evaluation and assessment system with the public demand as the center.Build a palm government service hall externally,and improve the level of intelligent examination and approval internally.In view of the problem of high failure rate of business platform,it is suggested to improve the construction of e-government operation and maintenance capacity.Starting from the top-level design,maritime internal and external systems are interconnected.
