Study On Development Potential Evaluation And Classification Construction Strategy Of Village In The Water Network Intensive Area Of Xinghua

In recent years,due to the expansion of urbanization,the gap between urban and rural development is widened gradually,and the contradiction between the people’s living needs and uneven development is increasingly intensified.The proposal pf rural revitalization strategy in the 19th National Congress of the Communist Party of China pointed out the direction of rural development work in China,and also gives a new orientation of urban and rural relationships.Under the foundation of grasping the existing rural development potential,it further pushed forward the construction of the rural revitalization,and pay attention to the impact of industry,ecology,culture and life on rural development.As the area having most amount of water in Xinghua,the water network intensive area in Xinghua City has unique geographical characteristics and natural resources.However,due to the weak economic foundation and low level of productivity,the existing characteristic tourism resources and agricultural resources have not been fully developed,which has delayed the rural revitalization process in the water network intensive area to a certain extent and lagged behind the development of villages in the area.Therefore,in order to better enhance the endogenous development of villages,how to effectively evaluate the development potential of villages under the background of rural revitalization,grasp the principle of village type division and explore different types of village development and construction strategies has become an urgent problem to be solved.The research mainly includes three parts:the research on the development status of villages in water network intensive area,the evaluation of the development potential of villages in water network intensive area and the classified construction strategy of villages in water network intensive area.Firstly,through field investigation,this paper analyzes the current development characteristics of villages in water network intensive area of Xinghua from five aspects including geographical location and natural environment,history,culture and social economy,spatial planning and land use,current population and industrial development,construction status and spatial characteristics,so as to further understand the influencing factors of village development in the water network intensive area.Secondly,combined with the relevant research results of village development,this paper analyzes the influencing factors and indicators of village development potential from the five levels including population vitality,economic industry,construction conditions,characteristic resources and facility level,selects the evaluation indicators by using fuzzy Delphi method,constructs the village development potential evaluation system with 5 factor levels and 25 index levels based on hierarchy analysis method.The evaluation value of village development potential in Xinghua water network intensive area under the scale of administrative village is comprehensively calculated by calculating the index weight through expert evaluation scoring.Meanwhile,the evaluation value of village development potential is divided into three levels:high,medium and low.Finally,based on the requirements of "multi regulation and integration"of country land and space planning system,the development types of villages in water network intensive area are divided according to the evaluation results,and the construction strategies of villages with different development types are put forward combined with practical examples.The research shows that according to the evaluation results of village development potential and the requirements of land and space planning,102 administrative villages in the water network intensive area of Xinghua could be divided into three primary village development types including urban-suburban integration type,agglomeration-promotion type and characteristic protection type,as well as six secondary village development types including integrated development type,industrial agglomeration type,efficient agriculture type,regulation optimization type,ecological pastoral type and leisure tourism type.From the perspective of the research process,due to the differences of the own resource endowments of villages,the development level of each village is uneven.Through the quantitative research on the development potential of villages,it is helpful to understand the current development situation of villages on the premise of conforming to the actual development of villages.On the other hand,the classification of the village type can further grade the villages,and the proposal of construction strategy can better tap the development potential of villages in the future and solve the problem of the imbalance of village development.This research provides reliable decision-making basis for future village development planning.
