| In recent years,a new model of urban infrastructure construction--sponge city has been widely adopted in China.It means that rainwater is collected and stored when it rains and will be used when necessary.The model provides an effective approach for improving urban rainwater resource management and eliminating city waterlogging.The Guidance on Promoting the Construction of Sponge Cities,issued by the General Office of the State Council in 2015,put forward that the country should strengthen the management of urban planning and construction,give full play to the role of ecosystem,including buildings,roads,green spaces,and water systems,etc.in absorbing,storing and slowly releasing rainwater,so as to effectively control rainwater runoff and realize natural accumulation,infiltration and purification.It aims to restore urban water ecology,conserve water resources,and enhance urban waterlogging prevention capabilities.Since Shenyang has set three major goals of constructing a national central city,an ecologically livable city,and a national cultural city,its urban infrastructure construction level directly affects the city’s carrying,clustering and radiation ability.Therefore,it is an inevitable choice to integrate the sponge city model into the general ideas and concepts of urban planning and construction for the city’s refinement.So far,Shenyang has implemented the sponge city model on a trial basis by learning from the advanced regions,and has achieved positive results in water resources utilization,water environment improvement,water ecological management and water safety protection.However,there are still some problems in the government management of sponge city construction,such as incomplete supporting policies,unclear management rights and responsibilities of government departments,lagging in the construction of sponge infrastructure,and a shortage of professional talents.In order to solve the above-mentioned problems,this article summarizes the experience and practices in the government management of sponge city construction,based on a large number of relevant literatures and periodicals,and through empirical researches on sponge city construction in New Zealand,Germany,the United States,as well as Xiamen,Wuhan,and Xixian New Area,so as to provide a useful reference to Shenyang.Shenyang can draw on the experience of the talent training model of Xiamen to increase its construction talent pool,and learn from the organizational structure of Wuhan to fully leverage the overall planning and coordination capabilities of various functional departments.It can also refer to the new financing model of Xixian New Area to effectively guarantee the capital needs of sponge city construction.By these means,Shenyang will effectively improve its government management level of the sponge city construction.The first part of this article discusses the background and significance of the research,reviews the relevant domestic and foreign literature on government management of sponge city construction,and synthetically puts forward the research ideas and methods;the second part explains the concept of sponge city,sponge city construction and government management,and introduces public product theory,new public service theory and sustainable development theory;the third part analyzes the current situation and existing problems of Shenyang’s government management of sponge city construction,and analyzes the causes of the problems;the fourth part discusses the general situation of foreign and domestic government management of sponge city construction,and summarizes the useful experience;the fifth part puts forward the countermeasures of the government management of sponge city construction in Shenyang;the sixth part is a brief summary and prospect of the research. |
