Research On The Problems Of The River Chief System In Shanghai Suburbs

Water resources are of great significance to human production and life,and all sectors of society are paying more and more attention to the ecological environment.Therefore,since 2016,the river chief system has been implemented at the national level,allowing the main leaders of the government and government to serve as the river chiefs and manage the rivers they are responsible for.At the end of 2016,Shanghai began to implement the river chief system in an all-round way,to determine the length of the river,to comprehensively improve the small and medium-sized rivers,and to determine the governance goal: eliminate black and odorous water bodies by the end of 2017,and eliminate the inferior category V by the end of 2020 Water body.In view of the rich water system and complex social environment in Shanghai suburbs,the implementation of the river chief system in Shanghai suburbs faces many challenges.Therefore,it is of great significance to carry out relevant research on the policy implementation of the river chief system in Shanghai suburbs.In order to further study the problems in the implementation of the river chief system in Shanghai suburbs,and improve the countermeasures in the implementation of the river chief system in Shanghai suburbs,this paper selects Shanghai suburbs A street as the research object based on the relevant domestic and foreign documents,and combines the implementation of the policy.The comprehensive model,through field investigation and research on the implementation of the river chief system policy in Street A,analyzes its implementation,summarizes the problems and causes of the problems in the implementation of the river chief system in Street A,and proposes corresponding countermeasures and suggestions..This paper distributed 312 questionnaires to residents of Street A in F District,and conducted in-depth interviews with 15 persons related to the river chief system,including river chiefs,and residents.The agency chain is longer,a number of working mechanisms have been formulated in the implementation,and public participation has been emphasized.This article analyzes the implementation of the river chief system policy on Street A in F District.The main problems in the policy implementation process include: insufficient implementation resources for the implementation of the river chief system policy,serious lack of coordination in the implementation of the river chief system policy,and river chief system policy.There are five aspects: the behavioral deviation of the executive body,the weak supervision of the implementation of the river chief system policy,and the effectiveness of the implementation of the river chief system policy to be strengthened.Explore the reasons for these problems,including: the complexity of the river chief system increases the difficulty of policy implementation,the lack of effective integration of the river chief system policy implementation agency,the degree of policy implementation is restricted by the interests of the target group,the existence of the principal and the agent There are five aspects: information asymmetry and imperfect evaluation and accountability mechanisms in policy implementation.In response to the above-mentioned problems,I propose measures to improve the implementation of the river chief system policy in Shanghai suburbs: one is to consolidate the basis for the implementation of the river chief system and strengthen the effect of the policy;the second is to improve the coordination mechanism of the river chief system to improve the ability of co-processing;the third is to integrate The interests of the target groups of the river chief system are to clarify the policy implementation goals;the fourth is to optimize the chain of entrusted agents of the river chief system and broaden the channels for public participation;the fifth is to improve the design of the evaluation accountability of the river chief system and strengthen the effectiveness of long-term governance.
