| With the improvement of infrastructure construction in domestic power industry,the competition in power engineering construction industry has reached the white-hot state.Whether enterprises keep a place in market competition is closely related to human resource cost management.Excellent human resource cost management can control the human resource cost at a better level and make the enterprise develop healthily.The greater the cost of human resources is,the greater the value it can promote the enterprise to create.On the contrary,the greater the cost is,the greater the risk of reasonable cost control is.It is an important research content of human resource cost management to improve the efficiency of human resource management and help enterprises obtain more economic value,which is also a part of the advantages of Chinese enterprises in the market competitive environment.Since the 18 th National Congress of the Communist Party of China,our country has attached great importance to energy construction,and the “the Belt and Road Initiative” policy has enabled China to continuously deepen its international hydropower cooperation.The rapid development of electric power in China has become the backbone to lead and promote the development of international electric power.In addition to the normalization of the domestic economy,the domestic power infrastructure is becoming more and more perfect.Under the guidance of policies,Chinese power construction enterprises have gone abroad,and their investment fields in Southeast Asia are mainly coal-fired power and hydropower.Company C was established in 1978 and has been committed to electric power construction for more than 40 years.It is a relatively old private electric power engineering enterprise in Southwest China.Under the trend of shrinking domestic market,it is the only way to go abroad to seek more development opportunities.How to optimize the allocation of human resources cost in overseas projects has become an urgent problem for Company C.Language barrier,manpower output mode,technical management mode and other issues directly affect the cost of human resources.How to overcome these problems,make the overseas projects of Company C develop healthily and keep a place in the fierce market competition.Through the combing and sorting of past human resources cost data of C company,this article compares longitudinally the change of labor cost and human resource structure in recent years,it also analyses and compares horizontally on the company management and the labor cost data of C company to these of B company with similar scale in the industry,to summary human resource cost management problems of C company both horizontally and longitudinally.The structure of this article consists of six parts.The first part introduces the research background,significance,status quo,research objectives and methods.The second part expounds the core theory of human resource cost control and defines the human resource cost.The third part analyzes several major parts of human resources based on the actual situation of C company.In the fourth part,through a comparative analysis with Company B as the target,we found that there are problems in human resources cost in overseas projects,including failure to allocate staff ratio in accordance with local conditions,lack of induction skills and language training,and low input-output ratio of human resources cost,etc.According to the problems found,we conducted an in-depth analysis to find out the root cause;The fifth part puts forward the methods of adjusting employee employment,upgrading employee training scheme,perfecting reward and punishment mechanism,standardizing salary system,and strengthening team to improve the overseas projects’ problems of C Company and analyzing the specific solutions.The sixth part is the conclusion and prospect,which summarize the whole article and put forward the expectation on the company human resource cost control.Through the use of comparative analysis method,questionnaire survey method,interview method,and literature reading research method,this article draws the following conclusions: human resource cost control method is closely related to industry environment and operation environment.Therefore,it is of certain practical significance to formulate appropriate cost control countermeasures based on regional particularity.It is hoped that the research in this paper will have certain reference value for the cost control of human resources in overseas projects of Company C,and also hope to provide theoretical reference and experience reference for the overseas project management of other power construction enterprises. |
