Study On The Predicament And Countermeasures Of Local Government Landscaping Management

Since the 13th Five-Year Plan,urbanization has gradually advanced thanks to continuous development of economy.Enhancing the management of urban landscaping construction is not only important to improve city quality and people’s livelihood but also important to improve social governance innovation and government functions transformation.Since the establishment of the municipal city of Suqian,its government has always attached great importance to urban landscaping management,and the city brand is “Ecological and green home.” Following Jiangsu eco-garden construction,Suqian municipal government sets a goal: “build gardens in the city at the first year,make city in the gardens at the second year,and complete basic construction of garden city framework at the third year”.To building a eco-garden city and optimize urban ecology,planning from a high level,creating features and shaping urban brands are important,and they are important measures to expand urban influence and boost comprehensive competitiveness.In recent years,the layout and functions of the urban park green space,residential green space,courtyard green space,landscape forest land,large environmental greening and road greening are more reasonable and complete.Continuous optimized landscaping management has earned Suqian many awards including "National Garden City","China Livable Environment Award","National model Green city"," Eco-Garden City of Jiangsu Province ".In 2020,Suqian was rewarded with "National Eco-Garden City" title.Despite of a series of achievements,Suqian’s landscaping and greening management has also encountered with many problems that need to be fixed.In the article,concepts of urban greening management,ecological garden city and others have been explained,and the urban greening management is the research object.The current situation of landscaping management in the process of improving the city quality and building a livable city has been studied,and there are many problems in landscaping management including inflexible urban greening management,lack of professionals and supervision.The causes of these problems are the lack of interdepartmental coordination mechanism,single management mode,tight financial budget and so on.By learning greening management measures from other advanced cities,including transforming management functions,optimizing systems,ensuring fund,attracting more talents,strengthening legal management and so on,it is possible to put forward proposals on how to further optimize urban greening management from many aspects,and solve the problems the local government has encountered with in urban landscaping management.
