Electricity is an indispensable form of energy in contemporary social life and production activities,and it is necessary for government departments to regulate the power system.The reliability of power system affects the production and life of the whole society,and its safety of production is related to the employees’ lives and social harmony and stability.Although China continues to promote the reform of power regulation and has achieved positive results,the main problems in China’s electric power regulation system are: relatively discrete in main regulatory subjects,insufficient information exchange between them,unestablished authority.The regulation on safety and environmental protection of enterprises has not been bought to the first line of production,regulators are not capable enough of his job;The regulation of industry associations and professional media is absent;Few people know the ways for the public to regulate.Therefore,in order to further promote the regulation efficiency of the electric power industry system,it is necessary to start with the theory of collaborative governance and explore new ways and methods of electric power industry regulation,establish a new system of multi-agent collaborative participation in regulation,and further improve the regulatory efficiency.In the practice of electric power regulation in few foreign countries,the coordination of the main body of the regulation system has its own characteristics,but there are still some problems in the regulation system.For example,California,in the United States,had incidents of continuous power outages caused by poor performance of government departments,but in the post-processing,various departments were coordinated and efficiently dispatched to avoid larger accidents.The Japanese government authorizes industry associations to coordinate regulation in the energy regulatory system.However,poor government regulation and the inadequate self-discipline of enterprises directly led to the Fukushima nuclear accident.The analysis of accidents and the experience and lessons of accident handling are worthy of our country’s careful taste and lesson.By using collaborative governance theory and learning from the experience and lessons of foreign countries,the countermeasures for the coordination of the main body of our country’s electric power regulation are proposed as follows: The Energy Bureau should shoulder primary responsibility and its regulator bodies should be established;build a collaborative communication mechanism between departments;build an information platform and exchange information with relevant regulatory authorities to enhance collaboration;enterprises should actively implement environmental regulatory requirements,and cooperate with regulatory agencies.Expanding the regulatory functions of industry associations and encourage industry associations and various media to play a regulatory role in it;we should guide the general public to participate in regulation in accordance with law and strengthen regulation.We should built a multi-agent collaborative regulatory system including Energy Bureau,enterprises,neutral organizations and the public,and create a better atmosphere to promote the joint management by all regulators.Only in this way,we can effectively improve the level of China’s electric power regulation,and provide a better solid power guarantee for China’s economic and social development.
