With the gradual improvement of road network in China,road maintenance and management issues are getting more and more attention.In the traditional maintenance mode,there are more and more contradictions between owners and contractors in terms of maintenance objectives,costs and benefits.Therefore,in order to alleviate the contradiction of maintenance stakeholders and make maintenance return to the essence of pavement performance,the asphalt pavement maintenance mode based on performance appraisal was invetigated according to the performance maintenance contract proposed by the World Bank,so as to achieve a win-win situation among pavement maintenance stakeholders.Firstly,the types and development process of asphalt pavement maintenance mode were reviewed and summarized by the current situation and disadvantages of maintenance mode in China,which leads to performance appraisal asphalt pavement maintenance mode.Through the research on the performance-based road maintenance contract proposed by the World Bank and the actual cases of performance maintenance in domestic and foreign,three theories involved in the maintenance model are introduced:principal-agent theory,game theory and incentive theory,according to factors that influence the maintenance performance and the relationship among stakeholders.And the operation mechanism of asphalt pavement maintenance mode is designed by performance assessment,including three modules:owner investment,owner payment adjustment,owner and contractor cooperation.On this basis,taking the performance of asphalt pavement as the core and combining with the degradation model and maintenance benefit,two long-term maintenance performance indicators are established:the sustainable level(SL)and the rate of safety(),which are used as performance incentive factors in subsequent performance studies to protect the fundamental interests of owners and contractors.Then,the analytic hierarchy process(AHP) analysis of the performance target hierarchy and the method of system dynamics(SD)were used to analyze the influence factors of performance and the relationship between stakeholders in the maintenance system.Also,it designs performance appraisal index and empowerment with the result orientation of assessment method,according to the principle of performance index and appraisal system design.In addition,the interest game model is set up and the scope of performance standards is determined through the relationship between the owner and the contractor in the maintenance.At the same time,combined with performance-based maintenance cases in domestic and foreign and principles of performance appraisal cycle and evaluation methods,the contractor’s performance assessment cycle would be regarded as two parts:daily maintenance cycle and contract stage of examination cycle,when evaluate the contractor’s maintenance performance indicators used by hierarchical appraised.Finally,combined with the long-term maintenance performance incentive factors and performance evaluation indicators,incentive mechanism and the design of payment were introduced in the performance-based maintenance mode.Meanwhile,taking the investment efficiency as the core,the interest game model between the owner and the contractor and the evolutionary game simulation model based on system dynamics are established to realize internal operation of asphalt pavement maintenance mode based on performance assessment.On this basis,the effect of traditional maintenance and performance maintenance mode is compared and verified by the actual pavement maintenance performance data of hot in-place recycling and milling and resurfacing.Results show that the transformation of maintenance mode into performance maintenance can increase the benefits of owners and contractors,and stimulate contractors to improve their efforts and obtain higher pavement performance,so as to achieve scientific and effective maintenance management and decision-making.
