| As the advanced capital of society, transportation is a prerequisite for promoting social development. As one of the important transportation, highways are developing rapidly. The externalities on society, economy and ecology also arise, which have received extensive attention from the whole society. In order to deal with the externalities, relevant departments have taken response measures. But the practical results show that some measures are not effective.Scholars have done complete research on the connotation of the externalitiies of highway, but the research on the formation mechanism is relatively lacking. In order to improve the evaluation index of externalities and the index system of influencing factors,to realize the comprehensive evaluation, the identification and influence paths of influencing factors. The main contents are as follows:(1)Related concepts and applicable theoretical definitions of externalities of highway infrastructure.Define the concept of externalities of highway infrastructure on the basis of the definition of highway infrastructure and externalities.(2)Comprehensive evaluation of externalities of highway infrastructure.First, this study uses literature analysis, frequency analysis and theoretical analysis to identify and determine multi-dimensional evaluation indicators. The evaluation indicators start from positive and negative externalities, including three dimensions of society, economy and ecology.Secondly, this study uses entropy method to weight the evaluation index system. Finally, this study uses the weighted gray system theory method to conduct a comprehensive evaluation study on the externalities of highway infrastructure, and proposes the idea of constructing an evaluation model. This study takes Jiangsu Province as an example to build a comprehensive evaluation model for the externalities of highway infrastructure in Jiangsu Province, which proves that the model method can conduct a comprehensive, scientific and objective evaluation of the externalities of highway infrastructure, which is of positive significance to the development of urban transportation.(3)The formation mechanism of externalities of highway infrastructure.First, this study uses literature analysis, frequency analysis and theoretical analysis based on the DPSIR model to identify and determine the influencing factors. The influencing factors start from driving forces, pressures, and policies, which include three dimensions: society, economy, and ecology.Second, this study conducts a qualitative analysis of the impact path. Finally, this study uses regression analysis to put forward quantitative verification ideas for driving force influencing factors, pressure influencing factors and policy influencing factors.(4)Empirical analysis of externalities of highway infrastructure in Jiangsu Province.First, through data collection, statistics and analysis of the data of evaluation indicators and influencing factors in Jiangsu Province are carried out.Secondly, the externalities of highway infrastructure in Jiangsu Province are evaluated and analyzed through the comprehensive evaluation model. Finally, this study uses SPSS software to verify and analyze the impact path. The analysis results show that there is a strong causal relationship between influencing factors and positive and negative externalities. The greater the regression coefficient in the regression analysis result, the greater the degree of influence.Based on the results of the comprehensive evaluation and analysis of the formation mechanism, specific promotion paths and countermeasures were proposed to Jiangsu Province. This research proposes innovations in research ideas and methods, and improved the externalities evaluation index system of highway infrastructure and the index system of influencing factors. The research results can be applied to the evaluation and formation mechanism analysis of the externalities of highway infrastructure in different regions. The government can put forward targeted countermeasures and suggestions based on the evaluation results and the formation mechanism results. However, some indicators still have insufficient descriptiveness, which can be optimized in follow-up research. |
