| In order to adapt to the new situation of urban development and the new process of urbanization with high-quality urban development,the urban community construction concept of "three modernizations and nine scenarios of community" in the future has been innovatively put forward,and it is still in the pilot construction stage.Humanization,digitization and ecology put forward extremely high construction requirements for future communities.The implantation of nine scenarios makes future community projects have a large amount of public welfare facilities construction cost,especially in the future community projects of demolition and reconstruction,because such projects also have the reconstruction cost of original houses in the community without property right income,the contradiction of capital balance is more prominent.Without government financial support,the contradiction that it is difficult to balance the input and output of future community projects combined with demolition and reform will curb the enthusiasm of developers to participate in such projects and affect the quality of urban renewal actions.At this stage,from the perspective of future community policy orientation and pilot situation,through the reasonable planning of future community development plots,the future community projects of demolition and reform combination can achieve self balance of funds,which has become a new idea to solve the problem of input and output balance of future community projects of demolition and reform combination.Based on the theory of supply and demand,this study studies and analyzes the capital balance of future community projects of demolition and reform combination,and constructs the capital balance calculation model as the research framework of capital balance of future community projects of demolition and reform combination.In the analysis of the expenditure side,the article analyzes the land use fee of the future community combined with demolition and reconstruction and the construction investment of the nine scenarios,determines the basic cost indicators and binding construction indicators of the future community project including the nine scenarios through market research,literature analysis and case analysis,and investigates the index results through Delphi method Adjustment and verification.In the analysis of the income side,the article divides the property rights of future community projects combined with demolition and reform,then analyzes the basic income sources of the future community,explores the project income increase based on the floor area ratio control technology,and takes it as the basis to design and formulate the fund self balance scheme.Finally,through the real case background of demolition and reconstruction combined with future community projects,the future community capital construction indicators are substituted into the capital balance calculation model to calculate the fund self balance scheme and verify the feasibility of the scheme.Through the above research process,the main research results of this paper include:(1)the construction index system of demolition and reform combined future community project is constructed,and the investment expenditure level of demolition and reform combined future community capital construction unit is determined from the three dimensions of project construction scope,construction content and basic cost index.(2)Based on the plot ratio control technology,comprehensively considering the comprehensive development of the aboveground and underground space of the future community,improving the development intensity of the community plot,the fund self balance scheme of the future community project of demolition and reconstruction is formulated,and the feasibility of the scheme is calculated and verified through the actual case and the capital balance calculation model.The research results will put forward feasible scheme suggestions for the realization of capital balance of future community projects combined with demolition and reform,and solve the constraints of fund problems on developers’ enthusiasm to participate in future community projects combined with demolition and reform;It is hoped that the research results of this paper can enlighten the practice of future community projects to a certain extent,and explore a new way to solve the problem of project capital balance by giving policy dividends to future community projects in the absence of government financial support. |
