| The 19 th National Congress of the Communist Party of China put forward the concept of "powerful transportation country" for the first time,requiring the strengthening of infrastructure construction such as railways and highways.On September 19,2019,the Central Committee of the Communist Party of China and the State Council issued the "Outline for Building a Strong Transportation Country".On December 9 of the same year,13 regions including Xiong’an New Area in Hebei became the first batch of pilots in my country to become a powerful country in transportation.With the strong support of national policies,the construction mileage of expressways have grown steadily.What follows is the country’s higher requirements for the construction of green highways and the realization of "carbon peak and carbon neutralization".These requirements urgently need good expressway architectural construction project as the foundation and carrier.However,for a long time,compared with expressway construction units,architectural construction projects have the characteristics of large industry span,low investment ratio,high energy input and small output ratio,which leads to the fact that expressway construction units do not pay much attention to architectural construction project management,especially in cost control,the lack of scientific and feasible cost control methods has seriously plagued the overall advancement and long-term development of expressway architectural construction projects.This thesis first expounds on the classification and characteristics of the current expressway architectural construction projects,and starts from the analysis of the meaning of project cost,sorts out the relevant theories of project cost control,selects the value engineering method in cost control,analysis its basic principles,characteristics,applications and application methods in engineering cost control.Then,combined with the current situation of S expressway,the existing problems of expressway cost control are analyzed.On this basis,a cost-control model of S expressway architectural construction project based on value engineering is established.First,a value engineering team is established to determine the value engineering research objects according to the functional characteristics of expressway architectural construction projects,and calculate the functions of each object through the analytic hierarchy process.The cost coefficient is calculated according to the cost data,and then the value coefficient of each object is obtained.In this way,the optimization object can be determined scientifically and accurately,and improvement measures are proposed.Finally,combined with the example of the S expressway architectural construction project,the operability and rationality of the S expressway architectural construction cost control model constructed in this thesis based on value engineering are verified.I hope to scientifically analyze the cost control of expressway architectural construction projects through the application of value engineering,transform empirical management into the use of scientific and quantifiable cost control methods,achieve the goal of cost control in expressway architectural construction projects and target to provide valuable theoretical reference and practical basis for future highway architectural construction cost control. |
