With the social economic development, in case of changs of the consruction environment, promotions of design concept, inflation of prices and other reasons, the funds of highway construction projects objectively present dynamic changes from the project establishment, design, constuction to operation. Highway construction cost controlling is very difficult, resulting in a large difference be ween project cost of the final accounts and the estimated cost approved by the state, which affects the rapid development of highway to some extent. How to adjust price and control the current highway construction costs reasonably, and improve the quality of highway construction has become an important issue for construction unit. In this context carrying out the research of the composition of highway construction costs and controlling measures systemly and deep becomes significant.In order to solve the problems in the composition of current highway construction costs and engineering practice, this paper, which combines with our country's actual conditions, analyses the expansion and control of highway construction costs comprehensively and thoroughly.The main research contents include:(1)This paper investigates and summarizes highway construction cost in Shaanxi Province and China, and analyses the impact of terrain conditions, number of lanes, width of subgrade, construction time and other factors on highway construction costs and cost trends in details.In addition it compares and analyses the level of highway construction cost in Shaanxi Province and nation, especially for high cost items, finds out variation and the major influencing factors, and provides basic information for the determination of cost control measures.(2)This paper analyses the subgrade engineering, pavement engineering, bridge and tunnel engineering, roadside facilities costs and so on which have a larger impact on construction and installation engineering cost in depth.It also analyses the regularity of general expenses and proportion along construction time, particularly the new materials, new technologies, new ideas on various costs,thus quantitatively determines the degree of influence of the cost increasing on the highway construction and installation engineering cost and the total cost.(3)This paper systematically analyses the degree of influence of the land expropriation costs and loan interest in construction period on the construction costs, and compares the land expropriation costs of Shaanxi Province with Shanxi, and Sichuan provinces.Then it gets degree of influece of land acquisition demolition and loan Interest on the total cost and impact factors,and the level of land expropriation costs in Shaanxi province.(4)By the detailed analysis of cost datas of the typical budgetary overrun highway across the whole country,this paper computes the overall proportion of highway ultra-budget accounts, further studies the level of highway ultra-budget in Shaanxi Province and analyses the main reasons of ultra-budget in depth.(5)This paper establishes of the evaluation index system of factors affecting highway construction costs. Using the gray related degree method to measure the relatedness ratio of factors affecting the cost of highway engineering in the northern Shaanxi province, guanzhong area and southern Shaanxi province road construction costs,it determines the critical control fators of cost of highway construction in various regions. Researching the cost valuation models from a technical point of view to determine the the quantitative relationship between influencing facters and total project cost,it provides a theoretical basis for the cost estimation of future new projects.(6)This paper identifies the proportion of the cost range in different regions of Shaanxi province,and raises the single evaluation index grades and standards of proportion of costs in different regions in Shaanxi to establish a expense ratio control system for comprehensive evaluation based on Hamming distance interval number decision-making. For the first time proposing a quantified cost control decision-making model based on the data envelopment analysis to calculate the overall level of proposed budget or estimate individual costs of unbuilt highways and determining the influence factors in different levels and quantifide value of the unit cost, the paper provides a scientific and reliable quantitative basis for cost control decision-making. Finally it puts forward the highway construction cost control strategies in different construction phases.Through analysises, this article puts forward regularities and the influencing factors of construction costs in different period and standard, and establishes a cost control model, proposes countermeasures to control construction costs. It is of very important guiding significance for the cost compilation and controlling of the future construction project.
