Study On Project Cost Control In Construction Period Of The Expressway

As a strong support of economic and social development,expressway of Hebei Province,whose main features reflect in the early start and rapid development,is a main and convenient way for travel.However,the cost of expressway construction is also rising for the problem of cost control and management showing a gradual trend.The Government and the expressway construction owners are paying more and more attention to it.Although China’s economic development has entered a new normal,it is still an important support for steady growth to invest in infrastructure such as highway when it faced with increased downward pressure on the economy.At the same time,the difficulty of cost control and management of expressway construction are increasing not only for capital,land and other rigid constraints’ further enhancing,but also for the contradiction between supply and demand of funds becoming increasingly prominent and the risk of corporate debt rising.Furthermore,given expressway’s nature of public interest and supporting function for economic and social development,the government and society will continue to maintain or increase demand,which means that the highway will not slow down the pace of construction in the current and future.As a result,carrying out the research on cost control of expressway construction and enterprise management has important significance in promoting the quality and efficiency of project and reducing cost and increasing efficiency of enterprises.Based on the theories of cost management,system management,project management and others,this paper focuses on construction cost control of expressway projects in Hebei Province from the perspective of building owners,which is oriented on the highway industry standard,combined with cost control cases and relied on specific practices.Set in the macroscopic background of the new economic development,it aims to comprehensively deepen the new situation in accordance with the reform of the transportation system and to explore the basic idea of the cost control of expressway project construction.And then,it studies the status quo of construction cost control of Hebei expressway project and the future cost control related issues based on the strategic height and long-term perspective,applying the full participation and comprehensive management of the system management theory.At last,the basic countermeasures of cost control is put forward based on the full participation and comprehensive management of the system management theory and the whole process monitoring in the new normal.Therefore,it has important reference significance for controlling the cost of expressway construction in Hebei Province.
