urban policies.With the continuous improvement of China’s urbanization rate,the new influx of people into cities has an urgent demand for housing,but the price of commercial housing is relatively high,which is difficult for low-income people to afford.Therefore,it is necessary to build affordable housing.Local governments have made plans to promote the construction of affordable housing in an orderly manner,and new market opportunities have emerged in the real estate industry.The Fifth Plenary Session of the 19 th CPC Central Committee proposed that China will make overall plans to promote the construction of transportation power and infrastructure,build a modern comprehensive transportation system,promote the integration and development of various transportation modes,and improve the network operation efficiency and service quality of transportation.Improve the transportation channels of urban agglomerations and enhance the interconnection and trade with the surrounding areas.The change of industry development has brought new opportunities and challenges to construction enterprises.Qiancheng Construction Co.,Ltd.,founded in September 2019,is a subsidiary of China Construction,a Fortune 500 company.The company is committed to becoming the "construction benchmark" in the northeast regional construction engineering,municipal engineering and other related fields,and the "main capital construction force" in the cooperative construction,construction and operation of municipal engineering.The company focuses on the urban construction business represented by water and subway in Northeast China and North China.Infrastructure business represented by railways and highways;Housing construction business represented by high-end residential and commercial complexes.With the fierce competition in the construction industry,the company has some problems,such as weak development of high-end market,lagging project performance,declining efficiency,double high accounts receivable and accounts payable,etc.These problems directly restrict the stable and high-speed development of enterprises.At present,under the situation that the construction industry has undergone profound changes,the company must take the initiative,formulate a brand-new development strategy,adapt to the changes of the industry,firmly seize new development opportunities,and at the same time,deeply explore its own advantages and make up the shortcomings,so as to protect the company in the industry.Taking Qiancheng Construction Co.,Ltd.as the research object,this paper deeply analyzes the current situation,existing problems and cause analysis of enterprise development,analyzes the macro environment of Qiancheng Construction Co.,Ltd.from the four dimensions of policy,economy,society and technology by using PEST analysis model,and uses Porter’s five forces model to analyze the competition among companies in the same industry,the bargaining power of buyers,the threat of substitutes Five factors,such as the threat of potential entrants and the bargaining power of suppliers,analyze the industry environment in which Qiancheng Construction Co.,Ltd.is located.On the basis of systematic analysis,the SWOT analysis model is applied to analyze the internal advantages and disadvantages of Qiancheng Construction Co.,Ltd.and the opportunities and threats of the external environment.Four strategic types are proposed.From the internal analysis,it is concluded that the enterprise’s bidding and procurement management,core technology,service awareness There are certain deficiencies in legal risks.From the external analysis,it can be concluded that a stable political environment,promoting urbanization and strengthening the construction of a transportation power have brought new development opportunities for enterprises.Therefore,Qiancheng Construction Co.,Ltd.needs to make up for the deficiencies,seize the external development opportunities and choose the transformation development strategy.In combination with the company’s own development,formulate clear short-term,medium-term and long-term development strategic objectives,and put forward development strategic suggestions on integration,technology research and development and talent introduction and training.The stable development of the company is realized
