| Driven by the 2014 National Integrated Circuit Industry Development Promotion Outline,and the 2016 Thirteenth “Five-Year" National Informatization Plan,domestic chip R&D and production projects have developed rapidly in recent years and have received great attention from the industry.The installation of chip production equipment is one of the important part of the new plant,and its investment amount accounts for a large proportion.It involves the key process technology of chip production,and the chip output capacity,chip output yield,and feasibility of production line upgrade and expansion after the project starts production.Therefore,the overall quality and management capabilities of the chip equipment installation contractor are often particularly important in the implementation of the entire project.Through the analysis of the cost problem,this thesis design the solution,summarize the experience and lessons of engineering practice,refine the cost management method,and put forward the cost management expectation,which can be reference for the management of project of the same type.This thesis first analyzes the development status of the domestic and foreign chip manufacturing industry and the main operation mode,the policy background and investment status of chip industry through literature search.After fully introducing the socio-economic and technical background of “A Chip Equipment Installation Project” and the parties involved,it objectively presents the bidding document issues,changes and cost settlement issues,and the owner equipment dock planning issues,project milestones and resource consumption issues,project cash flow issues.Through the use of ABC analysis method,sensitivity analysis method,and organizational structure theory knowledge,to analyze the problems fronted by the general contractor,it is concluded that the main key factors of a series of problems are the error in bill of material,the inapplicability of project organization structure,high ratio of indirect cost.Through systematic analysis,this thesis proposes a cost dilemma solution for the general contractor at the project final account stage,by focusing on cost settlement of material change,reducing indirect costs by minimizing the scale of management personnel,optimizing the project organization structure,and implement cost claims per contract terms and conditions during project final accounting,to achieve the expected goals. |
