Research On Cost Control Of Tonghe 220KV Substation Project Under The Mode Of Bill Valuation

In 2011, China State Grid Corp released the Standard of Power Transmission and Transformation Bill ofQuantity Valuation, which was implemented from April 1st. The standard has been formally implemented in Heilongjiang province for only one year. The change from quota valuation mode to BOQ valuation mode is very necessaryfor adapting to the development of socialist market economy and promoting the orderly competition and healthy development of electric power construction market. It isalso necessary for improving international competitiveness and constructionmanagement level of ourpower enterprises,for adapting to the international project cost valuation method. In this reform, the formation mechanism of project cost is changed. Due to a late start, the BOQ valuation is still in the initial stage of the combination of theory and practice.So there are some irregular factors in the process of implementation, causing some controversy in the project settlement process. We need to learn while practicing and take measures to further improve the project quantity list.This paper first introduces the origin and development and introduces some relevant theories of BOQ valuation,and on the base of analyzing the present situation of BOQ in current electric power engineering construction field, this paper also proposed the applicability of implementing the BOQ mode for power engineering project and putted forward some problems in present stage. Combining with engineering practice, this paper expounds on application about the BOQ pricing mode incost control ofTonghe 220KV substation construction project,and then putted forward how to better use the BOQ in practice to control the total cost and how can we improve and fully implementing the BOQ valuation measures, for creating a good environment for business development and finding a path to business prosperity.
