Study On Development Strategy Of SGS

In the 1980 s,to meet the needs of social and economic development,China began to plan and build expressways.After nearly 20 years of development,with the increase of infrastructure investment and emphasis in China,the construction of expressway also shows a steady growth trend.According to the Statistical Bulletin,by the end of 2020,the total length of highways in China was 5.1981 million km,of which expressways were 161,000 km,The main structure of the expressway network has been basically formed.SGS Road Co.,LTD.（SGS）is one of the 19 listed road companies in China,mainly engaged in road and toll road management,investment and construction.SGS is a key transportation infrastructure enterprise in Shenzhen,and is responsible for the construction of Shenzhen expressway network.Since its establishment,SGS has completed 18 self-built and deputy-built highway projects,and is currently promoting the construction of 4 major highway projects in Shenzhen.Now it has 19 toll road projects with a total mileage of 622 kilometers,of which 65.7 kilometers are still under construction,occupying 70% market share in Shenzhen.Investment in environmental protection and financial projects 4;Participated in 2 regional urban infrastructure development projects;it is in the first echelon of the industry of highway listed enterprises.It is worth mentioning that the company has not only kept its business in the self-construction of projects,but also expanded its business to assist other enterprises and even the government in the construction,management and operation of public infrastructure（such as roads）.With rich experience in construction management,under the condition of taking highway as the basic industry,SGS has appropriately expanded the all-round services such as project "development-management-advertising-consultation".As the toll road industry policy of continuous adjustment and Shenzhen municipal government repurchase turnpike in Shenzhen area of strength increase,and the company’s internal resources and capabilities,and a series of problems appear,how SGS according to the new situation of development and management environment change,understanding fully the enterprise state of operation and in a timely manner to adjust and to develop new development strategy,realizing the sustainable development of the company is an important issue in the development of the company,which is the starting point of this thesis.Thesis on the theory of strategic management,PEST analysis,SWOT analysis as analysis tool,SGS development strategy as the research object,from the macro environment,industry environment and regional business environment to the enterprise external environment factors are analyzed,from the perspective of the company’s resources and core competence of internal environmental factors were analyzed,Thus,the opportunities,threats and strengths and weaknesses of the company are clarified,and the SWOT matrix is finally formed by reviewing past strategies.Based on this,the necessity of strategic adjustment of the company is analyzed as a whole,and the strategic main line of "toll road and big environmental protection" is determined.Under the overall strategic planning,the specific content of strategic implementation is elaborated from three aspects: the transformation and upgrading of the main business,the expansion of new industries and the development planning of the main core business.In the new industry development and the development planning of the main core business segment,the thesis focuses on the way of business development and the main fields involved,and carries out the strategic implementation content from the toll road,big environmental protection industry,new business cultivation and digital empowerment.Finally,in order to ensure the implementation of the company’s development strategy,specific implementation measures are put forward from the aspects of organizational control,performance management,human resources,strategic control,investment management,capital operation,system and mechanism,party building culture and so on.The conclusion of this thesis provides some reference for the development strategy formulation of SGS and related highway operation companies.
