Research On The Improvement Of Construction Project Approval Efficiency In Lanzhou International Land Port

The development and construction of Lanzhou International Land Port is an important measure for Gansu to seize the development opportunities of "One Belt Road" and serve the national policy deployment of it.And it has become one of the key tasks for both provincial and municipal government in recent years to quickly set up Lanzhou International Land Port and play a role in opening-up platform.The rapid construction is inseparable from the efficient construction project approval efficiency.However,since its establishment in 2016,Lanzhou International Land Port has encountered many problems in the approval of construction projects.Even after a nationwide reform of the approval system in 2019,the construction project approval efficiency of Lanzhou International Land Port is still not high,and it has restricted the development of opening-up economy in Gansu province.Therefore,the research on the improvement of construction project approval efficiency in Lanzhou International Land Port has very important practical significance.From a theoretical point of view,China rarely studies the administrative efficiency of approval,the research on the administrative efficiency of construction project approval can expand the applicability of relevant theories.This article selects construction projects approval efficiency in Lanzhou International Land Port as the research object,and determines the relevant core concepts such as approval administrative efficiency and engineering construction project through literature sorting,collects relevant data by means of interview survey as well as questionnaire survey methods,constructs a theoretical analysis framework by using administrative efficiency theory,and explores the problems and reasons of approval efficiency from the three dimensions of "approval time","approval cost" and "approval correctness".According to the research and analysis,this paper believes that the current construction project approval efficiency in Lanzhou International Land Port is low,and the main problems are the large gap between the promised approval time and the actual approval duration,the small proportion of the effective approval time in the approval duration,the upper limit of the promised time is usually used for the approval time,some administrative charges are more than those in other places,companies bear the approval cost for the government,companies pursue the timeliness too much resulting in higher costs,companies have higher implicit approval costs,the radical construction breaks through the legal requirements,and the approval results vary from person to person.The reasons are that the approval intermediary services are not standardized,the approval process integration is not complete,the integration of multi plannings is not complete,the approval management system is not fully utilized,the government’s active service ability is weak,the approval subjects are scattered,some legal provisions are not operational,the approval supervision is insufficient,and the staff ability is insufficient.Finally,according to the problems and reasons,this paper puts forward the countermeasures to improve the construction project approval efficiency in Lanzhou International Land Port,in order to provide some ideas for problem governance.
