| Casuarina,as a major tree species for wind prevention and sand fixation,thecom pensation standardof whom,however,is relatively low,which is not enough to pay fo r the cost of managing the ecological public forests.Though the national financial mini stry,forest managing department have made it clear that the compensation loss will b e raised,how to make the money paid scientific,reasonable is still a unsolved proble m.Based on resourcing and the investigation as well as the theoretical analysis and empirical analysis,the paper makes a research on the compensation standard w illingness and the influencing factors,and creates a system for classification compens ation standard for the Casuarina,so as to offer a reference for the compensation stand ard.In the very beginning,the paper introduces the background,meaning and researc hing approaches,and makes comments on the present research.Then it discusses th e overall situation and existent problem of Casuarina.By studying on the spot,the exi stent problems of the compensation for ecological public forest are found:the indiscri mination on the compensation for different situations,the low compensation standar d,the limited source of the compensation andtheone-waycompensation.Thirdly,the st udy makes an analysis of the concerning theory of the compensation standardwillingn ess and its factors.Fourthly,thepaper carried out a descriptive statistical analysis o n the compensation standard willingness and its factors.Fifth,study creates a Tobit model to analyze the compensation standard willingness and its influencing factors.In the end of the study,according to the empirical result and the problems found out i n the survey,the study gives its suggestion as a reference to the classified compensati on standard of Casuarina in Fujian Province.The conclusions can be drawn through the study.(1)By making an Tobit model with the WTA as dependent variable;indepen dent variable:the cost of managing forest per acre,amount of growing stock,the price and the age of casuarina,educated years,whether he or she is a cadre(1for yes,0 f or no),the proportion of forestry income of a household,the average income of local s,the lease of local forest,the study finds that the cost of managing forest per acre,am ount of growing stock,the price and the age of casuarina,educated years,the prop ortion of forestry income of a household,the average income of locals and the lease o f local forest have a significant impact on the compensation standard willingness.(2)Create a classified compensation system according to the amount of growin g stock andthestand age.Classify the growing stock into(1,4),(4,7),(7,10),(10,13),(13,+∞),the standard for the compensation is 68.73 per acre,73.09 per acre,77.24 pe r acre,84.5 per acre,90 per acre.Classify the age to(6,10),(10,14),(14,18),(18,22),(22,+∞),whose standards are 67 per acre,70.62per acre,75.04 per acre,84.5per acr e and 90 per acre.(3)According to the results of the existent problems and theempirical results,th e article raises the following suggestions:First to raise compensation standardSecon dly,to expand the source of the compensation fond.Thirdly,try to carry out classi fied compensation.Fourth,set aclassification compensation standardaccording to the casuarinas volume.Fifth,set aclassification compensation standardaccording to the stand age.Sixth,to raise compensation funds from diverse channels. |
