Research On Casuarina Shelterbelt Eco-efficiency And Eco-compensation Mechanism In Haitan Island

This paper mainly Research on Casuarina Shelterbelt Eco-efficiency in haitan island, focusing on five areas:forest protection, water conservation, carbon sequestration oxygen, soil conservation, eco-efficiency measurement clean environment. On this basis,Comprehensive the cost of comprehensive casuarina forest, the trees of economic value, the residents’willingness to pay to determine the ecological compensation mechanism Casuarina, and put forward the policy recommendations of perfect Haitan Island Casuarina shelterbelts ecological compensation mechanism.The following conclusion is obtained by this research:(1)Haitan island casuarina equisetifolia protection forest of the average annual cost is563.89yuan/hm2/a; Output value of casuarina trees is2431.09yuan/hm2/a; while the ecological and economic benefits Casuarina played about9464.23yuan/hm2/a. This is the foundation to establish shelterbelts Haitan Island Casuarina ecological compensation standard.(2) the research shows that, the ratio of input costs Haitan Island Casuarina, the value of the trees, the ecological benefits is1:4.31:16.8, description of Casuarina has great ecological benefits, and should be compensated in order to promote sustainable management.(3) proposed four criteria based on ecological compensation Haitan Island Casuarina shelterbelt established, which is based on the cost of the compensation standard silvicultural, ecological benefit compensation standards-based, standards-based compensation and the market value of forest-based willingness to pay compensation standard, the government can integrate these compensation standards, local conditions to form a feasible compensation mechanism.(4) This study established the basic framework of Haitan Island Casuarina shelterbelt ecological benefit compensation, analyzed and elaborated from the compensation body, the compensation object, compensation and compensation approaches aspects.(5) This paper presents a perfect sound Haitan Island Casuarina shelterbelts ecological compensation mechanism policy recommendations:strengthen the research of ecological compensation related content; improve the existing legal system of ecological compensation; broaden the sources of funding Haitan Island Casuarina shelterbelt ecological compensation.
