Study On Cultivated Land Protection In Kaiyuan City

As a large agricultural country,In a sense,China’s agricultural production directly determines the total income of peasants.Therefore,the protection of arable land can indirectly increase the average living standard of Chinese citizens.However,the continuous decline in the amount of cultivated land resources and the declining quality of the cultivated land require urgent attention from the entire society.In the face of the continuous decline in the quantity and quality of cultivated land,the central government has adopted a series of important measures.China’s development has entered a new era,and there must be a new atmosphere and brand-new actions.There are also new work goals for the protection of cultivated land in China.Looking back at history,in the face of the current situation and looking to the future,China’s arable land protection situation is still more severe and still faces greater pressure and risks.This article is based on the cultivated land use,in order to achieve stable and healthy economic development and social harmony and stability,coordinate the relationship between land resources and social and economic development in Kaiyuan City,and maintain the sustainable development of the economy of Kaiyuan City under the precondition of ensuring the protection of cultivated land.Explaining the basic meaning of the protection basis of cultivated land and cultivated land,use the theory of resource scarcity and sustainable development theory to introduce the current situation of farmland protection in Kaiyuan City,and analyze the status and changes of the quantity and quality of cultivated land.Summing up,he recognized the problems existing in the protection of cultivated land and cultivated land in Kaiyuan City,and conducted in-depth analysis of the causes,and proposed effective countermeasures and suggestions for the problems and causes.The study found that the farmland in Kaiyuan City has inconsistent distribution of cultivated land resources,and the lack of protective measures for the acquisition of cultivated land.The problem is that the proportion of high-quality cultivated land is small and unevenly distributed;the existing measures have a large local financial pressure and have little effect;The number is decreasing,the quality is gradually declining,and the construction of farmland water conservancy infrastructure is weak.The analysis concludes that multi-level factors intertwined the effects of farmland protection in Kaiyuan City,mainly due to the lack of awareness of cultivated land protection;the unreasonable mode of agricultural management and low level of mechanization;the long-term improvement of cultivated land quality affects the enthusiasm of farmers;the policy of cultivated land protection and The collective land property rights system is incomplete;lack of farmland facilities management and maintenance funds;natural disasters,etc.In view of the above problems in the city of Kaiyuan,and in order to ensure that the protection of cultivated land is effective,this paper proposes to strengthen the incentives of economic measures,reform the assessment management system,strengthen government propaganda and guidance,mobilize farmers to take the initiative to participate,and adjust agricultural management methods.The implementation of the system of arable land fallow;the optimization of spatial layout of farmland and water conservancy,innovation of infrastructure management and protection mechanisms;implementation of monitoring of cultivated land resources,and improvement of the management system of farmland disaster damage and other recommendations.
