Study On Cultivated Land And Basic Farmland Protection In The Revision Of General Land-Use Planning Of Changsha City

Based on reference to a large amount of datas and related papers at home and abroad and the reality of Changsha, the protection of cultivated land and basic farmland in the revision of overall plan for land use was discussed. The problem of cultivated land is the major problem that related to country's safety ,is directly related to China's social stability and economic development. so,the problem of protection of cultivated land and basic farmland is the country's long-term strategic issues, the research on them is of great strategic significance.The following were achievements made by the studyFirst, this paper is based on its social background.The objective and significance of protection of cultivated land and basic farmland were put forward in order to ensure food supply and safety, achieve a rapid economic growth, and maintain sustained social and ecological development. Ideas, methods and technical course on protection of cultivated land and basic farmland were elaborated, and connotation and theory on protection of cultivated land and basic farmland were studied in depth.Second, current situation of cultivated land resources in Changsha was analyzed in four aspects: scale, structure and layout, utilization degree and economic benefits, ecological and social benefits, and reserve resources of cultivated land. Dynamic change of cultivated land was also analyzed in qualitative and quantitative way.Third, the total scale of construction land in 2020 in Changsha was forecast here by using gray model in forecasting construction land occupying cultivated land in Changsha. According to the forecasting result in the paper and actual conditions of construction occupying cultivated land from 1997 to 2005, the total construction land occupying cultivated land in 2020 was forecast by trend analysis.Fourth, the demand of cultivated land was forecast under the conditions of food safety, economic development security and ecological safety requirements in Changsha.
