Cultivated land is the material guarantee basis for ensuring national food security.Cultivated land carries many functions such as human survival and agricultural development. As China's economic development has entered a new era, cultivated land resources continue to decrease with the further advancement of new industrialization and urbanization,it is becoming more and more difficult to realize the balance of arable land compensation.Cultivated land protection faces multiple pressures, the total amount of reserve resources for cultivated land continues to decrease. The quality of cultivated land is gradually declining; It is increasingly difficult to implement the arable land to make up for the balance, and the rational use and protection of cultivated land resources face many difficulties. The construction and management of cultivated land quality needs to be further strengthened. This paper is based on the results of the annual update of cultivated land quality in Jiangsu Province in 2016.1n this paper,we introduce spatial autocorrelation analysis of Moran's I index to measure spatial variables that characterize cultivated land quality. We discuss the spatial distribution characteristics of cultivated land quality in Jiangsu Province and explore the effect of spatial scale on spatial differentiation of arable land quality index. We also put forward the cultivated land protection measures. This paper provides scientific basis for zoning management of arable land use, improvement of cultivated land quality, and design of land remediation projects, and to promote the protection of arable land in quantity, quality, and ecology. We found that the overall level of cultivated land quality is relatively high in Jiangsu Province, showing an agglomerate regulation to some extent in spatial distribution. The cultivated land quality index had various degrees of spatial correlation at different spatial scales. The spatial agglomeration of three types of indices is increasing, such as the quality of cultivated land, natural, economic, and utilization. The spatial variation of cultivated land quality is closely related to the spatial scale. The quality indices of cultivated land at different scales all show spatial autocorrelation, but Moran's I values among the three are quite different. The larger the spatial scale, the stronger the agglomeration of the CPI.The smaller the spatial scale, the lower the spatial autocorrelation of the arable land quality index, and the greater the spatial fluctuation of spatial agglomeration.Besides that, the positive spatial autocorrelation of arable land quality which contained the High-High type emerged as the shape of cluster and had a powerful lagglomeration, the LL type is mostly distributed in strips, while the negative spatial autocorrelation which included the High-Low type and Low-High type barely had a concentrate region, and most of them distributed dispersedly in various cities and counties.Furthurmore, different kinds of protection zoning scheme were put forwarded based on the local spatial analysis of arable land quality indexes. It is based on the results of local spatial autocorrelation LISA agglomeration type index of cultivated land quality 3 index,We divided into four arable lands regions, including key protected areas, quality improvement areas, reserve resources areas, and moderately protected areas. We also put forward targeted improvement measures and protection measures for cultivated land to provide scientific basis for farmland protection, agricultural production and resource management.
