Grass,food and animal husbandry is one of the four pillar industries of China’s agricultural economy,and in recent years the grass and animal husbandry industry in agricultural areas has become a new growth point for rural economic development,and is expected to become a source of growth in economic income for farmers and herders and a breakthrough in the circular economy,but also a pillar industry for building a beautiful rural economy.However,due to the lack of effective information flow channels and sharing platforms,there are now frequent incidents of "grass being cheap and hurting farmers" in China’s grass and animal husbandry industry,seriously hampering the development concept and initiatives of grass agriculture.Therefore,the rational and efficient use of agricultural and livestock resources,break the imbalance between supply and demand of grass and livestock resources in time and space,solve the information asymmetry,for the development of regional grass and livestock industry to enhance the quality and efficiency has become an urgent task.This study is based on the study area of Su’nan County in the Qilian Mountain hinterland in the central part of the He’xi Corridor,based on its grass and livestock resource endowment,the use of stratified sampling method,random sampling method to select farming and herding households in the study area,to conduct a household survey,the collection of information from industry authorities,and finally obtain the grass and livestock resource data of Su’nan County for five consecutive years,36 valid questionnaires.The data obtained were then aggregated and statistically analysed using supply-demand balance analysis theory and linear planning models,and the main findings are as follows.(1)Su’nan County’s livestock stock has declined by 18 percent and is on a year-to-year downward trend,but the amount of forage planted has not decreased.Through the analysis of Su’nan County,the status of the use of grass and animal resources and field research found that the local forage growers due to the inability to accurately predict the demand for forage,production,resulting in the supply of forage far exceeds the demand,Su’nan County,the number of stock for 816,000 sheep units of livestock only need 536,000 tons of forage,the remaining 219,000 tons of forage can only be sold cheaply,which gives the local forage farmers rely on forage to increase income brought serious losses,resulting in "agricultural incidents";with the implementation of Qilian Mountain ecological environmental protection policy,Su’nan County,the number of livestock farming trend is gradually decreasing,while livestock farmers also lack of effective communication channels,and can not get quality and cheap forage,can only replace with expensive food,which to some extent increased the cost of livestock farming,Su’nan County,livestock stock from the previous 995,000 sheep units reduced to the current 816,000 sheep units,a decrease of18%.Su’nan County due to the lack of effective information sharing platform,resulting in asymmetry of information between grass and livestock,supply and demand imbalance.(2)Based on a linear planning model,combined with the Su’nan County grass and livestock resource endowment for optimal adjustment of breeding structure,can make Su’nan County livestock stock increased by 7.2%,the total output value of animal husbandry increased to 365 million yuan.In Su’nan County in order to achieve a balance of supply and demand for grass and livestock,animal husbandry to maximize economic benefits,it is necessary to refer to the optimal solution given by the linear planning model to the rational planting of forage,so as not to cause the waste of grass and livestock resources,restricting local economic development.Based on the existing grass and livestock resources database information,this paper uses the linear planning model for the actual situation of Su’nan County set constraints and objective function,so that the basic crops,forage planting area,herd structure and number of livestock,livestock production efficiency and other data for integration analysis and optimization of the current artificial planting land and livestock production management mode for optimal configuration.After optimization and adjustment,it was found that: the stock of livestock was 875,000 sheep units,anincrease of 7.2 per cent compared with before the optimization and adjustment;after optimization and adjustment,the total area under forage planting decreased;among basic crops,the area under wheat planting remained almost unchanged,the area under maize planting accounted for 30.8 per cent of the total arable land,and the total output value of the livestock industry reached 365 million yuan.Therefore,in Su’nan County,according to the actual number of livestock products to plant forage,an appropriate increase in the area under cultivation of crops,improve the utilization rate of straw forage,so as to meet the balance of supply and demand for grass and livestock,to achieve quality and efficiency.(3)Building an intelligent platform for grass farming and developing "online order farming".Su’nan County in the design of an efficient grass and livestock resource management information system,through the design of the information system,the user can easily and quickly view the breeding structure of livestock products in Su’nan County and the demand for forage situation,which achieves the information communication between growers and farmers,so that production and marketing seamless docking "online order agriculture",reduce the intermediate circulation links,fundamentally solve the problem of information asymmetry between grass and livestock.In the system,the data optimized by the linear planning model is used as the basic database,and the basic grass and livestock data are collated and statistics are then analyzed,and the functional design of the system and the implementation module of the system function are then analyzed,which makes the grass and livestock information management more standardized and programmed.Based on the results of field research,combined with the current situation of grass,food and animal husbandry in Su’nan County,this paper through the establishment of linear planning model to optimize the forage planting structure and herd culture structure,based on the results of the model optimization database,the development of efficient grass and animal resource management information system in Su’nan County,this method can not only effectively solve the Su’nan County grass and animal information asymmetry,supply and demand imbalance,and its successful cases are also expected to solve the problem of grass and animal resource management on a larger regional scale.Thus,to accelerate the high-quality development of grass and animal husbandry,the implementation of the Ministry of Agriculture and Rural Affairs,the party group’s deployment of green agriculture,in-depth promotion of the agricultural and animal husbandry structural adjustment ofthe strategic plan.
