Study On Related Criterions Of Construction Of Forest Resource Management Information System

Informationization and digitization has become the important components of modern science and technology research. For implementing the strategy of Leap-firogged development and sustainable development of forestry, it is necessary for department of forest resources managements that theoretical system and technical methods of forestry resources information management suiting to information age. How to look for new theories of forest resources management and to find viable practice technologies are objects which forest mangers should explore in 21^st century. It is also inescapable responsibility for forest management.At present, our country is establishing informational society almost relate to every industry. Information technology is being infiltrated into each specialty field and each level of management department and its application degree directly represents management capacity of forest production, which is defined as forestry informationization. So forestry informationization is not only inevitable trend of forest development, but also inexorable method improving forest productivity.Main contents of this paper are showed as follows:(1) General and systematical summarizing of the present development situation, development trend, and existent problems on forest standardization, development of forest standard, and construction criterion of forest resources management information system (FRMIS); And putting forward the contents of related criterions on construction of FRMIS under the background of Demonstration Project on Forest Resources Database Construction;(2) Studying the theoretical and technical base of related criterions on construction of FRMIS and firstly putting forward system of forest standardization, including basic standard, general standard and special standard. Basic standard mainly includes managing provision, method standard, glossary standard, symbol of text and figure, information classification and coding, technical constitute of forest construction. General standard is made up of general standard on applied data, information exchange and service standard, communication network standard, software engineering standard, technical standard on information system engineering. Special standard includes standards on forest silviculture and key engineering, forest disaster, biodiversity conservation, forest resource monitoring, forest resources information production, desertification monitoring, and so on. Related criterions of construction of FRMIS belong to special standard on forest resources motoring in forest standardsystem.(3) Putting forward the establishing principles, method, and contents of criterion of forest resources data collection, criterion of forest resource information coding, criterion of forest resource database construction, criterion of information production of forest resource, criterion of metadata of forest resource.(4) Related criterions of construction of FRMIS were validated experimentally in the Demonstration Project on Forest Resources Database Construction. According to related criterions, forest resource databases were built in four demonstration provinces respectively, including Zhejiang, Hainan, Hunan, and Group of Forest Industry in Daxinganling.Main innovative points of this paper include three aspects. Firstly, putting forward the frame of forest standardization system, including basic standard, general standard, and special standard; Secondly, putting forward contents of related criterions of construction of FRMIS, and studying the establishing principles, methods and contents of each criterion; Thirdly, according to construction objects of FRMIS and types and characteristics of forest resource, classifying and coding the forest resource information.In conclusion, this paper could provide the theoretical base and method to forest standardization, thoughts of studying classification of forest resource data, contents of forest database construction standard and database standardization. Feasibility of standard construction is insured through validation of four demonstration provinces, thus establishing the base for forest standardization and forest information construction.
