The construction of ecological civilization is an important part of the country’s "five in one" construction,which is essential for the long-term healthy development of the national economy;the research on the formation and development of rural households’ livelihood strategies in rural areas in China is also the basis of China’s economic and social sustainable development problem.This article takes water source protection as a policy impact point and introduces the Sustainable Livelihood Analysis Framework of the Department for International Development(DFID)from a microeconomic perspective.The problem of choice and the basic problem of sustainable development of farmers in the future.This paper combines the macro-level ecological civilization construction and the micro-level farmers’ livelihood issues,and attempts to study the impact of the eco-environmental policies on the farmer’s livelihoods and countermeasures.This article uses three survey data from Longmenshan Town,Pengzhou City,combined with the Probit model to analyze the impact of water source protection on farmers ’livelihood strategies,and describes and constructs indicators such as natural capital,physical capital,financial capital,social capital,human capital,The theoretical mechanism of livelihood strategy formation discusses the traditional agricultural microeconomics.The empirical results found that:(1)After the implementation of the water source protection policy,the biggest change in the farmers ’livelihood strategy was forced to go out to work,and the probability of choosing to go out to work increased by 59%.The possible reason is that the implementation of the water source protection policy restricts the development of production and living of farmers in the region,especially the livelihood options of operating small farms on the spot.In order to maintain a certain income level and living standard,farmers can only go out for work Work as your livelihood strategy.(2)Water source protection policies have reduced the probability of farmers ’livelihood strategies choosing industrial and commercial operations(farm stays,transportation,etc.)by 51.9%.This is because the water source protection policy has higher requirements for the ecological environment protection of the area,and the operation of the farmhouse near the water source protection zone will cause certain ecological damage.Based on the consideration of project policy risks,farmers will not consider the farmhouse operation for the time being..And there is a certain connection between farmhouse management and transportation in this area,so the consideration of transportation as a livelihood strategy in rural areas will also be reduced.(3)The implementation of water source protection policies has no significant impact on the agricultural production choices of farmers in the region.One possible reason is that the region has developed into a region dominated by tourism,agriculture and animal husbandry account for a relatively low proportion of income,and farmers have not engaged in agricultural cultivation and animal husbandry because of water source protection policies.At last,from the perspective of microeconomics and public policy,this paper discusses the theoretical construction and practice of the sustainable livelihood development of rural farmers in China.
