Research On Rural Public Water Supply Service Based On Nudge Theory

China has entered into a well-off society in an all-round way.The realization of safe drinking water for the poor is not only an important symbol for the construction of a successful society in general,but also an important guarantee and basic premise of Rural Revitalization.Although under the current conditions,the rural poor said:"the rural poor do not worry about basic necessities of life,compulsory education,basic medical services Although we are aware of the "housing security",the problem of drinking water safety in rural areas has increased significantly in some areas in recent years,and the safety of drinking water in rural areas remains low.In the Five-Year "transition period"after poverty alleviation,further improving the service level of rural public water supply is the key to effectively combine poverty alleviation with Rural Revitalization and consolidate the achievements of poverty alleviation.This paper creatively selects the field of rural public water supply services for research,hoping to fully study the government’s role from the perspective of boosting theory,so as to contribute to the improvement of rural public water supply service level.Based on the Five-Year "transitional period" of consolidating the achievements of poverty alleviation,this paper makes a comprehensive review of the research status of public water supply services at home and abroad,and combs the literature around the two core concepts of public service and boosting theory.Under the guidance of boosting theory,case analysis method and unstructured interview method are used to select case County F for in-depth analysis.Through book reviews,interviews,fieldwork research and alternatives,the development process and current situation of rural public water supply service in F county were mastered.In the process of research,according to the interview outline,the interview records of relevant personnel were carried out,common problems are reflected in the content of the planned discussions and conclusions,and the prominent problems that rural water users did not have high recognition of public water supply services,and the degree of consciously taking the initiative to choose public water supply services did not match with their demand for safe drinking water were analyzed There are some problems,such as the inaccurate grasp of the motivation and demand of water users,the poor operation of structural composite selection,water users’ judgment on the balance of public water supply is insufficient,the management system of rural public water supply is defective,and there is a lack of timely feedback and response.From the six principles of boosting theory optimization selection system,including default choice principle,motivation principle,structural compound choice principle,understanding and weighing principle,prediction error principle and feedback principle,this paper finds out that the water users anchor the "well water" option,the government is absent in the process of publicity and promotion,and the rural public water supply service process has low acceptance,Groundwater resources are not exploited reasonably,and there are cognitive biases among water users.In conjunction with the practice of public water supply in rural areas,this paper contains some strategic proposals for improving public water supply in rural areas in the context of the strategy for revitalising rural areas,and explores the setting of default options of rural public water supply,promoting the key information of rural public water supply,simplifing and improving the service process of rural public water supply,improving the service quality of rural public water supply and ensuring the quality of building a well-off society in an all-round way.We should improve the tolerance space of water use,make up for the lack of rural public water supply service,improve the rural public water supply service system,so that the majority of rural residents can drink safe water,understand water,and rest assured water.
