Research On The Construction And Development Of National Reserve Forest In Shanxi Province

Timber safety is a major strategic issue related to the construction of ecological civilization and the development of society and people’s livelihood.The Party Central Committee and the State Council attach great importance to this.The "Overall Plan for the Reform of Ecological Civilization System",the National "Thirteenth Five-Year Plan","Planning Outline",and the No.1 document of the central government have all made arrangements for the establishment of a national reserve forest system and the construction of a national timber strategic reserve production base.Shanxi Province is an important inland province in the middle and upper reaches of the Yellow River.The Loess Plateau has serious soil erosion and extremely fragile ecosystems.In order to ensure ecological safety and solve the contradiction between timber supply and demand,it is urgent to base on the conditions of the province and accelerate the development and construction of national reserve forests.Resource cultivation,optimizing the structure of forests,increasing the productivity of superior forest land,increasing the supply of timber,and effectively enhancing the construction level of the province’s national reserve forest,and building a strong ecological safety barrier.This article takes the construction of the national reserve forest in Shanxi Province as the research object,adopts the methods of general analysis and typical research,qualitative analysis,and field investigation to analyze and study the problems and countermeasures of the construction and development of the national reserve forest in Shanxi Province.First,introduce the concept and characteristics of the national reserve forest project.Then,it analyzes in detail the implementation situation and effectiveness experience of the construction of the national reserve forest in Shanxi Province,discusses and summarizes the problems that often occur in actual construction and analyzes the causes,and finally puts forward specific countermeasures for the construction of the national reserve forest in Shanxi Province.The research mainly puts forward the following feasible recommendations and conclusions: First,strengthen the sense of responsibility and mission of the time for the construction of national reserve forest projects;second,introduce advanced management experience in World Bank-financed forestry projects;third,broaden the investment and financing channels for the construction of national reserve forests;fourth,extend the construction area of national reserve forests;Fifth,strengthen the management of the construction of the national reserve forest;sixth,do a good job in the policy and technical services of the construction of the national reserve forest;seventh,enhance the technological leading support and the construction of engineering infrastructure.Based on the situation of Shanxi Province,this article puts forward specific countermeasures for the construction of national reserve forest in Shanxi Province on the premise of summarizing investigation and analysis,providing reference for subsequent practical development,and providing some theoretical references for project development and construction.It is innovative.
