Study On The Construction And Management Of Forest Nature Reserve In Laos

With the development of the times,people’s ecological consciousness is constantly strengthened.As one of the most important components of the ecosystem,the importance of forests has been gradually recognized.Laos,as the main reserve of forest resources in Southeast Asia,is rich in forest resources and has made important contributions to the promotion of Laos social and economic development.However,under the extensive mode of forest resources development,the forest reserves of Laos declined rapidly and further affected the ecological environment of Laos.In this context,the protection of forest natural resources in Laos has.attracted wide attention both at home and abroad.This paper discusses the development process of Laos forest natural protection zone construction,analyze the existing problems and try to find a suitable forest nature reserve construction and management mode,the specific objectives are as follows:first,to promote the sustainable development of Laos Forest Nature Reserve social and ecological benefits.Secondly,in the current study of Laos Forest Nature Reserve Construction and management achievements,beneficial effects brought by the analysis of forest natural protection area construction and the adverse effects caused by management and other reasons;and analyze the causes and related problems from muti angle the recommendations for the improvement of the needle.The research significance of this paper lies in:first,the theoretical significance.The current academic research on the construction and management of Laos Forest Nature Reserve is still relatively lacking,although some studies related to the field of knowledge.However,there is still a lack of systematic theoretical system in the study of Forest Nature Reserve Construction and management.The research in this paper makes up for this deficiency,and puts forward a set of theoretical system for the construction and management of Laos Forest Nature Reserve,so as to provide theoretical reference for the development of relevant practical work.Secondly,the practical significance.The Laos society the overall economic development level is not high,industrial economy and service industry is still very backward;under this background to transfer social labor and increase the income of the residents,it is necessary to increase the exploitation of forest resources.This contradiction makes a game of cutting the Lao government want to regulate forest resources,on the other hand,by the practical needs and not really limit the harvesting of forest resources;analysis of problems in construction and management of natural forest protection in Laos under this background,to change the status qua of Laos current forest resources development and protection,can significantly promote the significance to improve the level of rational the development and utilization of forest resources.The research contents of this paper are as and case analysis,the system discussed the shortcomings of Laos in the forest nature reserve construction and management achievement and existing,and combined with the characteristic of social development put forward some countermeasures to promote Laos the forest nature reserve construction and management to enhance the ability of the.Through the study we can know:first,the specific management measures of Laos Forest Nature Reserve include:daily maintenance management.Daily maintenance management system,the Reserve Management Bureau of Laos forest natural protection mainly includes:regular forest patrol,to observe whether there is illegal mining of illegal behavior,clear protection area vegetation and plants growth status.Second,guide the forest nature reserve and its surrounding residents and enterprises to participate in the construction and management practice of Forest Nature Reserve,so as to cultivate the public and enterprises’ awareness of protection and exert their power.Third,to communicate with the government and social organizations,and guide the government and society to pay attention to and invest in the forest nature reserve,so as to create a favorable environment for the construction and management of the forest nature reserve.Secondly,including construction and management of Laos forest natural protection problem:the natural protection area and improper community residents ownership conflict management,resource allocation in different protected areas is not reasonable,resource allocation combinations and different protected areas is not reasonable,lack of laws and regulations in the construction and management of national natural forest protection,natural forest protection legislation construction and management of low,not unified multiple,legislative principles,lack of scientific laws and regulations,according to the compensation mechanism of community is not perfect,the natural protection area of community construction damage the interests of farmers.The reasons for the problems in the construction and management of the forest nature reserve in Laos include:(1)the externality of nature reserve is the objective reason for the existing problems.In the process of the construction and management of the forest nature reserve in Laos,the Lao government provided the forest products with externalities,but tends to be "easy".Finally,including specific measures to improve the construction and management of natural forest protection in Laos:the establishment of natural forest protection system of Laos area of science,the introduction and cultivation of high-quality talents,to protect biodiversity,vigorously develop ecological forest tourism industry.To promote the sustainable development of region policy guarantee measures in Laos forest natural protection include:the establishment of unified "law of natural reserve,and supporting the development of "Reserve Act "separate regulations,local legislation of nature reserve;the leading role of government in natural protection area of the forest,establish and improve the classification,zoning and management with the development of compensation;rules and principles,implementation and supervision to strengthen the compensation policy;including the district construction management supervision measures Laos forest natural
