A good ecological environment is an important well-being of people’s lives,but under the long-term urban-rural dual system,“grasping the city and letting the countryside go” has turned the countryside into urban resource supply stations and waste treatment plants,resulting in increasing human settlement problems.Seriously,the quality and standard of life of rural residents are far below that of urban residents.In order to enhance the sense of security and happiness of rural residents,the 18 th National Congress of the Communist Party of China established "Building a Beautiful China" as a basic national policy,and the 19 th National Congress of the Communist Party of China adopted ecological livability as the "Millennium Plan" for the sustainable development of the Chinese nation.As a result,an upsurge of active participation in the improvement of rural human settlements has been set off across the country,and the results achieved are obvious to all.However,the contradiction between the consolidation of the effectiveness of rural human settlement environment governance and the steady progress of project management has become increasingly prominent.As an important subject of the human settlement environment and the direct beneficiaries of governance,rural residents have the ability and motivation to actively invest in labor to improve the environment,but in fact many rural residents still remain in conceptual participation,and there is often a big gap between their willingness and behavior,The level and level of participation is low.Therefore,in-depth exploration of the decision-making process of rural residents’ willingness and behavior to participate in the governance of human settlements,understanding of the factors that affect rural residents’ willingness and behavior to participate in the The effectiveness of governance and maintaining the sustainability of rural ecological livability have important theoretical and practical significance.This research is based on behavioral economic theory,planned behavior theory,and public product supply theory.Through combing domestic and foreign related research,using 219 rural residents survey data in Xinjiang Tacheng area,the willingness and behavior of rural residents to pay for labor in the governance of the living environment of rural residents.As the research object,based on the theory of planned behavior,the theoretical model is established based on the extended theory of planned behavior,and the dual Logistic model is used for empirical analysis to explore the factors affecting the willingness and behavior of rural residents to pay for labor in the governance of the human settlement environment.Conduct in-depth discussion and analysis of the empirical research results,and then divide and explain the hierarchical structure and relationship between influencing factors through the ISM model.Based on this,it puts forward policy recommendations to promote their paid labor investment in order to provide a basis for decision-making for the targeted design of rural human settlement environmental governance measures and policies.The main conclusions of this study are as follows: first,there are differences between the willingness and behavior of rural residents in Tacheng area,that is,the willingness and behavior deviate,and show the characteristics of high willingness to participate and low willingness to participate.The specific performance is: 78.54% of the rural residents have the willingness to pay for labor,but only 70.32% of the rural residents have the behavior of paying for labor,of which 42.92% have deviation between willingness and behavior;Secondly,the contradiction between rural residents’ willingness and behavior of human settlements governance is mainly inhibited by the negative effects of behavior attitude,subjective norms,perceived behavior control and external institutional environment;Thirdly,according to the degree of influence,gender,supervision and inspection strength,per capita annual income of families,awareness of the importance of environmental governance,satisfaction with policy subsidies,understanding of environmental governance policy information,attitude of village cadres and age have a significant negative impact on rural residents’ willingness and behavior to pay for labor;Fourthly,from the ISM results of interpretive structural model,the satisfaction with policy subsidies and the understanding of environmental governance policy information are the surface direct factors that affect rural residents’ willingness to participate and behavior deviation,while the cognition of the importance of environmental governance is the middle indirect factor,and gender,age,per capita annual income of family,attitude of village cadres,and supervision and inspection are the deep root factors.In addition,89.49% of the respondents were satisfied with the current effect of rural human settlements governance.In view of the above research conclusions,and combined with the actual situation of the research area,this paper proposes that we should strengthen the concept publicity to enhance the awareness of the importance of environmental governance of rural residents;Give full play to the leading role of village cadres;Increase financial support at all levels,broaden the channels of environmental governance policy information dissemination,and optimize the participation environment;To consolidate the economic foundation and enhance the participation strength of rural residents;Establish and improve the supervision system of rural environmental governance,and increase the construction of rural public opinion.
