On March 13,2021,the outline of China’s 14th five-year plan and 2035 visionary goals was introduced,proposing to improve the coordination mechanism in the field of ecological civilization,improve the ecological protection compensation mechanism,and improve the ecological compensation system for forests,grasslands and wetlands.The National People’s Congress Standing Committee adopted the newly revised Forestry Law on December 28,2019,to include the "forest ecological benefit compensation system" into the law.Improving forest ecological compensation policy and sound ecological compensation system is an important institutional guarantee for building ecological civilization system.The Tibet Autonomous Region(hereinafter referred to as Tibet)is located at the "roof of the world",and as the main body of the ecological barrier of the Tibetan Plateau,it maintains the ecological balance and stability of China and most countries and regions in Asia.The greatest contribution to the survival and development of the Chinese nation.On the one hand,Tibet has rich forest resources,which play an important carbon sink function in the global carbon cycle;but on the other hand,affected by the alpine ecosystem,the forest ecological carrying capacity is low,the forest ecological safety threshold range is narrow,and the forest ecosystem is fragile and not easy to recover.Tibet’s forest ecological compensation policy was launched in 2000,and after years of practice,it has improved the quality of Tibet’s ecological environment,raised the income level of farmers and herdsmen,and played an important role in the work of poverty eradication.However,there are still shortcomings in the existing policy in terms of funding sources,compensation standards and infrastructure,and it is necessary to further improve the Tibetan forest ecological compensation policy.The prerequisite for improving the policy is to evaluate the policy itself and the effect of its implementation.In this paper,we choose to study the comprehensive benefits of forest ecological compensation in Tibet.Firstly,the concepts and theories related to ecological compensation are sorted out,and the situation of Tibetan forest resources is introduced,and the content and real problems of Tibetan forest ecological compensation policy are analyzed in detail.Secondly,a theoretical analysis of the evaluation of comprehensive benefits of forest ecological compensation is conducted,and based on the results of the theoretical analysis,an index system for the evaluation of comprehensive benefits of forest ecological compensation in Tibet is constructed,taking into account the natural geographical characteristics and economic and social conditions of Tibet.Again,based on the characteristics of the index system and the importance of Tibet’s ecological status,a combined evaluation model combining factor analysis and hierarchical analysis was selected to conduct an empirical study in three dimensions: ecological,economic and social,and the empirical results were analyzed,while the gray correlation analysis was used to analyze the influencing factors of the comprehensive benefits of forest ecological compensation in Tibet,and it was concluded that the total amount of funds,compensation standards and infrastructure construction were the comprehensive The evaluation results are combined with real-life problems.Finally,the evaluation results are combined with the real-life problems,and suggestions are put forward to improve the forest ecological compensation policy in Tibet,with a view to promoting further improvement of the forest ecological compensation policy in Tibet during the 14th Five-Year Plan period,improving the ecological compensation system,and enhancing the comprehensive benefits of forest ecological compensation in Tibet.
