In recent years,due to factors such as over-exploitation and changes in the water environment,fishery resources of inland waters and marine of China have declined seriouslyand is showing severe biological manifestations.The proportion of high-quality economical fish is declining.The species appear to be more miniaturization,younger and earlier sexual maturity.Illegal fishing is a key problem during the restoration of ecological environment and the conservation of fishery resources.In order to protect fishery resources and water ecological environment,to safeguard the legitimate rights and interests of fishermen,China is cracking down on illegal fishing severely.However,many problems have been exposed during the crackdown.For example,the low efficiency of law enforcement departments,serious confrontation between fishermen and fishery administration departments,poor connection between various law enforcement departments,etc.Based on the data and cases of China Fisheries Law Enforcement Report Acceptance Platform,China Judgment Document Network and field research,illegal fishing cases in Guangdong,Guangxi and Hainan are studied.By means of literature analysis,chart analysis,Delphi method,analytic hierarchy process,field investigation and so on,this paper analyzes the main factors of illegal fishing,and puts forward relevant opinions and suggestions according to analysis results,hoping to provide reference for combating illegal fishing in Guangdong,Guangxi and Hainan.Firstly,this paper studies the important laws,regulations and administrative regulations related to fishery management in China,and defines illegal fishing as the use of illegal fishing gear or illegal fishing methods or illegal fishing boat operations or violation of fishing bans on fishing and hunting aquatic products or rare aquatic wild animals.By sorting out the specific case information of China Fisheries Law Enforcement Report Acceptance Platform and the China Judgment Document Network,the illegal fishing cases in three provinces are classified and counted,and their commonalities and differences are described and analyzed.The results show that the high incidence period of illegal fishing is from March to May,from July to August,and from November to December.Illegal marine fishing is difficult to be found because of the wide range of sea areas and insufficient law enforcement.Illegal fishing on land mostly occurs in areas with rich water systems,remote locations and relatively underdeveloped economies.The evaluation system for the forming factors of illegal fishing is constructed by the Delphi method and the analytic hierarchy process,and experts are invited to score and compare the forming factors of illegal fishing.The comprehensive weight of each factor is calculated and ranked by constructing a judgment matrix,and the result is verified with the field investigation.The results show that among the factors affecting the formation of illegal fishing,"C4 law enforcement power" has the highest weight,"C12 temptation of huge profits","C7 catch market","C15 education level","C9livelihood needs" have a greater impact.Through the statistical analysis of illegal fishing cases in Guangdong,Guangxi and Hainan,as well as the research on the formation factors of illegal fishing,this paper proposes to set up flexible law enforcement stations,implement grid management in key areas,innovate publicity work methods,establish joint law enforcement teams and Joint headquarters,vigorously promote catch traceability and fixed-point landing work,encourage fishermen to switch to other industries and other related suggestions to prevent illegal fishing.
