The report of 19 th National Congress of the Communist Party of China put forward that China will turn to the high-quality development stage,and all localities began to devote themselves to exploring the high-quality development path guided by ecological priority and green development.With the deployment of the Rural Revitalization Strategy,exploring the green and high-quality development of agriculture has become a key work.Since the reform and opening up,China’s agricultural development speed has been continuously improved,and the agricultural production efficiency has been gradually improved,but the extensive investment mode of resources has not been substantially changed.The pursuit of quantitative growth of agricultural economy has invested a lot of agricultural film,chemical fertilizer,pesticide and other resources,affecting the green and high-quality development level of agriculture.Under the background of over exploitation and utilization of resources and great pressure on ecological environment,the agricultural development model must turn to green and high-quality development to promote rural economic and social development,so as to realize the Rural Revitalization Strategy faster and better.Therefore,promoting the green and high-quality development of agriculture has become the key task of our country in the future.Firstly,based on the relevant theories and literature research of agricultural green and high-quality development,this thesis constructs an evaluation index system of agricultural green and high-quality development,which includes five dimensions:production and life,agricultural performance,social conditions,resource investment and ecological environment.Then,using the data of Hebei Province from 2010 to 2019,the entropy method is used to measure the agricultural green high-quality development level of Hebei Province,and the agricultural green high-quality development level of Hebei Province in 2019 is compared with that of other provinces and cities in China.Finally,a random forest model is established to mine the factors affecting the green and high-quality development of agriculture in Hebei Province,and the influence degree and effect of each factor are analyzed.The results show that:(1)The development level of agricultural green and high-quality in Hebei Province shows an upward trend year by year,especially in recent years;(2)The development level of agricultural green and high-quality in Hebei Province is poor in the two dimensions of production and life and resource investment,and good in the three dimensions of ecological environment,social conditions and agricultural performance;(3)China’s agricultural green and high-quality development is at the lower middle level,and there is a large gap in the level of agricultural green and high-quality development across the country,but Hebei Province ranks high in the country;(4)The main factors affecting the high-quality development level of agricultural green in Hebei Province are: per capita disposable income of rural residents,pesticide use intensity,agricultural water intensity,agricultural mechanization level,forest coverage and so on.Among them,pesticide use intensity and agricultural water use intensity have negative effects.In addition,according to the research conclusions,this thesis puts forward corresponding suggestions to improve the green and high-quality development level of agriculture in Hebei Province from four aspects:improving farmers’ disposable income,reducing the investment of pesticides and agricultural resources,improving the level of agricultural mechanization and protecting the agricultural ecological environment.
