| As a major agricultural country,China occupies a pivotal strategic position in the development of global agriculture,but nowadays,environmental pollution,inefficient production and waste of resources have gradually become apparent in the process of China’s rapid agricultural development.The emergence of green agricultural development-as a profound agricultural revolution in a new era-not only responds to China’s new requirements for the path of agricultural development,but is also a necessary path to realise the rural revitalisation strategy.In the report of the 20 th Party Congress and the 14 th Five-Year Plan,the importance of accelerating the green transformation of agriculture and ecological protection was stressed,and in the No.1document of the Central Government in 2023,it was emphasized that the green development of agriculture should be promoted,the promotion and application of agricultural input reduction and efficiency technologies should be accelerated,and ecological protection should be strengthened.Therefore,China can only fundamentally solve the current problems by taking the road of green development in agriculture.As a province with a long history of agriculture,Guizhou Province has been actively responding to and practising the path of green agricultural development,although it is slightly inferior in terms of natural farming conditions and agricultural infrastructure construction.This paper takes the level of green agricultural development in Guizhou Province as the research object,and selects 31 indicators to construct an evaluation index system with five guideline layers of social security,quality and efficiency,environment friendliness,resource conservation and ecological construction.10 years of data from 2011 to 2020 are collected,and the entropy-weight-TOPSIS method is used to measure and rank Guizhou Province and each city and state.In order to improve the quality of agricultural green development in Guizhou Province in a more targeted manner,this paper also introduces a barrier degree model to diagnose the barrier factors in Guizhou Province and each city and state,and then summarises the level of agricultural green development in Guizhou Province and each city and state on the basis of empirical research,and proposes countermeasures on how to improve the level of agricultural green development in the region.The study shows that: firstly,the overall score of the level of green development of agriculture in Guizhou province has increased from 0.158 in 2011 to 0.726 in 2020,with an overall positive trend and a large increase.Secondly,the level of green agricultural development in Guizhou province varies greatly from city to city and state to state,with fluctuations in ranking from year to year.Among them,Guiyang and Zunyi have been performing better overall,while Liupanshui,Anshun and Qianxinanzhou have been at the back of the list.In terms of the overall score,the level of green agricultural development in all cities and states is improving.Thirdly,most of the barriers in Guizhou Province have been improved in the past ten years,and the remaining barriers with a high degree of impairment are gradually decreasing,except for the environmental friendliness level,which is increasing year by year,from 0.213 in 2011 to 0.648 in 2020,becoming the main barrier.Quality and efficiency > social security > ecological system.Fourthly,the barrier factors vary among cities and states,but the top five barrier factors are mostly concentrated in the three guideline layers of ecological construction,social security and quality and efficiency.Fifth,taking the 2020 data as an example,the distribution of barrier degrees and barrier factors in the guideline layer differs greatly between Guiyang,the capital of Guizhou Province,and the other eight cities and states.Based on the empirical results,this paper proposes the following countermeasures:(1)Guizhou provincial government should increase the agricultural budget,solid social security prerequisites,improve infrastructure construction and farmers’ rights.(2)Increase investment in capital,technology and human resources to improve production per unit area and achieve efficient production and income.(3)Actively control soil erosion,drive agricultural industry optimisation and create regional green brands.(4)Control the use of pesticides and fertilisers and build awareness of resource conservation.(5)Build a regulatory and prevention system,improve ecological system construction,and eliminate illegal and wasteful behaviour. |
