Since the“18th National Congress”,the new healthcare reform has continued to advance.The reform of public hospitals is the top priority of the new healthcare reform.The transition from "income-centric" to "cost-centric" is gradually realized,and the development of public hospitals has entered a bottleneck period.In recent years,with the implementation of policies such as hierarchical medical system,abolition of medicine markups,reform of medical insurance payment,and encouragement of socially-run medical services,the operation and development of public hospitals have been hit and challenged.At the same time,driven by socio-economic development,under the influence of population aging and changes in the disease spectrum,the growing demand for medical care leads to the expansion of the medical market,and created opportunities for the development of medical institutions.The object of this study is X Hospital,which is a provincial Class A Grade Ⅲ comprehensive hospital.It is currently in a critical period when the new hospital district is gradually put into operation,and its scale is continuously expanding.In the context of the continued deepening of the new healthcare reform,how to adapt to the reform,make a smooth transition,and achieve long-term development goals is an urgent issue for X Hospital.This paper analyzes the development status quo of X hospital,especially its internal resources and capabilities in human resources,medical treatment,teaching,scientific research and finance,and sorts out the current operation problems of "one hospital and two districts" as well as the difficulties and challenges encountered in the implementation of the policies related to the new medical reform.In order to solve the future development problems of X hospital,this paper introduces the idea of strategic management and uses strategic management tools to comprehensively and systematically analyze the macro environment of X hospital from the political,economic,social and technological aspects,as well as the external environment such as the industry competition environment.Based on the above analysis of internal and external conditions of X hospital,the SWOT analysis method is used to further synthesize and summarize the internal advantages and disadvantages of X hospital,as well as the opportunities and threats it faces.Then,the SWOT matrix is used to analyze the combination one by one and the corresponding development strategy is formulated;Finally,based on the positioning and objectives of X hospital,the author makes a selection of development strategies and puts forward strategic implementation suggestions from the aspects,such as discipline and talent team building,medical quality and service level,scientific and technological innovation,hospital scientific management,medical consortium construction,cultural brand,and so on.
