The Evaluation Of Poverty Alleviation Effect Of Characteristic Cultural Industry Policies In Shuicheng County,Guizhou Province

Poverty alleviation is a common problem that human society faced with,which has become one of the urgent reform and development issues of China.Due to the particularity of resource elements,characteristic cultural industry plays a significant role in promoting regional economic development and reducing poverty.However,at present,there are relatively few studies on the poverty alleviation of characteristic cultural industries in the academic circle,especially the lack of systematic theoretical analysis and empirical test,which is not conducive to understand the role of characteristic cultural industries correctly in poverty alleviation and formulate policies on poverty alleviation of characteristic cultural industries.This paper takes Shuicheng county,Guizhou province as the research object,which is known as the "hometown of Chinese folk culture and art"and "the hometown of Chinese modern folk painting" and then evaluate the effects of characteristic cultural industry policies of poverty alleviation,discussing whether the characteristic cultural industry has the function of promoting the poverty alleviation in poor areas,therefore it can provide the basis for the subsequent policy-making and the experience to find the way of poverty alleviation for other poor areas which has the advantageous industries.This dissertation firstly teases out the policy documents and implementation actions on poverty alleviation of characteristic cultural industries in Liupanshui city,Guizhou province,in order to clarify the policy contents of poverty alleviation of characteristic cultural industries in this region.Then,this dissertation uses the micro samples of 428 poor households from 16 villagers’ groups in 2 villages of Liupanshui city,Guizhou province to evaluate the effect of the poverty alleviation policy of cultural industry by using the method of Differences-in-Differences and regression analysis.Finally,according to the evaluation results,the dissertation puts forward policy suggestions on the development of poverty alleviation of characteristic cultural industry.The result of policy evaluation shows:The implementation of poverty alleviation policy of farmers’ paintings not only increases the annual income rate of per capita income by 26.6%for poverty groups who attend this project,but also increases the increasing and accumulative rate of poverty alleviation by 7.69%and 13.82%extra by implementing poverty alleviation policies of peasant paintings.The results show that poverty alleviation policy of peasant painting industry has the obvious effect of family income and poverty reduction.In addition,the estimation of the annual effect of the policy shows that,different from the decreasing effect of poverty alleviation in traditional agriculture,there exists a trend of increasing effect of increasing income and the poverty reduction for cultural industry during the investigation period.Based on the result of policy evaluation,this dissertation puts forward some suggestions on the poverty alleviation policy of cultural industry.On the one hand,improving the recognition rate of poverty alleviation accurately,strengthening the propaganda of poverty alleviation policies,broadening the propaganda channels for peasant paintings.On the other hand,strengthening the skills training of peasant painting and innovate the development mode of "Internet plus poverty alleviation of characteristic cultural industry",improve the effectiveness of evaluation mechanism of poverty alleviation policies.
