Grassroots Government Supply Situation Of Public Cultural Services Research

At present, China is making efforts to build service-oriented government. The public cultural service system, as an important part of service-oriented government, has become the focus of the work of Party and state. The grass-roots government as the forefront of the quality of public cultural services available to the public, not only affect the quantity and quality of public cultural service supply, and more able to influence the public to participate actively in public cultural activities. From a deeper level, the masses to participate in public cultural activities and public cultural services provided by the Government is satisfied with the relationship between the party and the government's image in the eyes of the people, is also related to the smooth progress of China's socialist construction. Thus, to maximize play the role of Government in the supply of public cultural services, to strengthen the interaction between the government and the masses is the key to enhance the level of public cultural services.The main line of this paper is to enhance the level of grassroots government supplying public cultural services and improve public satisfaction. And the paper is around the current supplying status of grass-roots government's public cultural services. In order to solve the following problems:(1) describes the content, features and functions of the grass-roots government public cultural services, as well as the theoretical basis;(2) the typical successful model of public cultural services, the supply of domestic and Western countries;(3) empirical analysis of the current status quo of the grass-roots government supply of public cultural services, construction of public cultural service delivery assessment methods, and policy recommendations."Introduction" section explains the background and significance of the supply of public cultural services. Analyse the domestic and international research on the status of public cultural services. It also explicates research direction, important points and research methods of this dissertation.Chapter one is the basic theory of "grass-roots government supply of public cultural service" interpretation of the grass-roots government connotation of public cultural services, features and functionality, and the related concepts of public cultural services of grassroots governments have clearly defined; then from the theory of public goods and public services theory the two theories start laying a theoretical foundation for the provision of public cultural products;Chapter two is "the public culture of the domestic and foreign government service delivery model analysis" public cultural service modes of supply of public cultural service modes of supply in China's Shenzhen and Shanghai local government and the United States and British Governments were analyzed, the success of these types of supply model can provide a reference for our grass-roots government provision of public cultural experience;Chapter three is the problems in the supply of Henan Province Shenqiu County government public cultural services and the masses of the satisfaction of condition.The data obtained from field research summed up the supply of local government, public cultural services and analysis of public satisfaction situation, build a supply level of public satisfaction as the center of public cultural services assessment methods.Chapter four is "grass-roots government protection of the public cultural service delivery mechanism" for the above research derived from the advanced experience of the successful model of grassroots governments to improve the level of supply of public cultural services from three angles of the policy, funding, organization recommendations.
