Effective Supply Of Community Public Cultural Services In Donguan

With the rapid development of our country's economy and the progress of society,people's needs for material have been well satisfied,a richer spiritual and cultural life has become the new pursuit.In the past,the single mode of public cultural provision has failed to satisfy people's increasingly diversified and individualized cultural demand.As the basic unit of a city,the community can spread the concept and value of public cultural services more directly and effectively to residents.Building an effective community public cultural supply model can satisfy the diversified cultural needs of residents and advocate positive values,it also can play an important role in enhancing community cohesion and building a harmonious community.After becoming one of the first batch of national demonstration cities for public cultural service systems in 2013,Dongguan stepped up to build a modern urban community public cultural service system and build a comprehensive,high-standard public cultural facilities.Dongguan continuously improve and innovate in the provision of community public cultural services,adjust measures according to local conditions,and proceed from the perspective of addressing the actual needs of the masses,and implement new policies and measures in a practical and realistic manner.By doing these,the city has achieved remarkable results,but at the same time,it is also facing new opportunities and challenges.After a comprehensive analysis of the status quo and achievements of public cultural service research at home and abroad,this article takes the empirical perspective and takes the X community in Dongcheng District,Dongguan City as the research object,using literature review,comparative analysis,field visits,and questionnaires as the research methods.The current problems are:First,the information publicity of community public cultural services is not in place;Second,the utilization rate of community public cultural service facilities is not high enough;Third,the participation of community residents in public cultural activities is not enough;Fourth,the community cultural service work force is relatively weak.Exploring the causes of these problems are as follows:the supply of community public cultural entities is monotonous,and the participation of social forces is insufficient;the supply of community public finances is limited,and the service supply is not widespread;community residents' cultural rights and interests awareness is weak,and the channels for such expressions are not smooth;the personnel of the public community public service is weak and unprofessional.In response to the above findings,this paper proposes measures to improve the supply of community public cultural services in Dongguan:First,cultivate diversified supply entities and improve infrastructure sharing mechanism;Second,changing the concept of government financial supply and encouraging multi-channel financing mechanism;Third,strengthen the consciousness of residents and broaden the channels of demand expression;Fourth,Strengthening the construction of the community public service talent team.It is hoped that these measures can provide the residents of the community with systematic,sustainable and equal public cultural services,so as to enhance the level of public cultural services in the modem community in Dongguan.
