Tang Dynasty is the period of the formation of the Chinese legal system.The integration of etiquette and law is an important feature of this period.The promulgation of Tang law Shuyi marks the perfection of the legal system of Tang Dynasty.As the administrative law to maintain the ruling order,especially the official management system,it shows a certain degree of strictness and completeness.The official assessment system in the administrative system of the Tang Dynasty strengthens the administrative organization,improves the ability and quality of the officials,optimizes the structure of the official team,and then improves the administrative efficiency and optimizes the administrative management.Administrative efficiency refers to the relationship between the input workload and the achievement of work results,including organization optimization,time speed,quality,quantity and other factors.That is to say,the best work results can be achieved through reasonable administrative management and resource allocation,which is the main form of administrative management optimization.By studying the subject,object,standard,method and result application of the assessment system in Tang Dynasty,this paper analyzes its specific effect on the operation of administrative management,and summarizes the administrative legal characteristics of the assessment system of officials in Tang Dynasty.On the one hand,it embodies a high degree of standardization in the system design,which is embodied in the legality of the subject and object of the assessment,the procedural nature of the work and the nature of supervision and balance On the other hand,the system reflects the rationality of actual performance in practice,which is embodied in the comprehensiveness of the implementation standard and the pragmatism of the result evaluation.Through the above research,we hope to provide enlightenment for the optimization of civil servant assessment system and the strengthening of administrative management.This paper focuses on the influence and function of the assessment system in Tang Dynasty in optimizing the management of officials and improving the administrative efficiency,and pays attention to the operation effect of this system in practice.The paper is divided into four chapters.Chapter Ⅰ First of all,starting with the analysis of the administrative system of the system of official assessment in the Tang Dynasty,this paper combs the development and evolution of the ancient system of official assessment,expounds the legislative thought of the system of official assessment in the Tang Dynasty,and analyzes the main contents of the system of official assessment in the Tang Dynasty,including the subject,object,standard and method of the system,so as to grasp the official assessment in the Tang Dynasty as a whole Nuclear system as a basic situation of administrative legal system.The second chapter analyzes the characteristics of the evaluation system of officials in the Tang Dynasty.On the one hand,the system design embodies the high standardization,specifically the legality of the subject and object of the evaluation,the procedural nature of the work and the supervision and balance;on the other hand,the system embodies the rationality of the evaluation in the practical operation,specifically the comprehensiveness of the implementation standard and the pragmatism of the result evaluation.The third chapter studies the function of the evaluation system of officials in Tang Dynasty to optimize the management of officials and improve the efficiency of administration.Through the evaluation system,the functions of administrative organization and coordination are enhanced,the ability and quality of officials are improved,the team structure is optimized,and the performance of government affairs is improved.At the same time,the defects in the operation of the evaluation system are analyzed objectively.In the fourth chapter,from the perspective of analyzing the characteristics of the evaluation system of officials in the Tang Dynasty,it explores the Enlightenment of optimizing the evaluation system of contemporary civil servants,improving the administrative efficiency of the government and strengthening the administrative management. |
