In the 1895 Sino-Japanese War,the Qing government was defeated, and Taiwan was ceded to Japan, entering a half-century colonial period. In order to control over Taiwan’s ethnic minorities and mountain society, maintain colonial order, and protect colonial interests, the Japanese colonial authorities formulated and implemented a series of policies aimed at Taiwan’s ethnic minorities, known in history as the “Li Fan policy”.With the help of literature analysis, this study focuses on the analysis of the“Li Fan policy” in the middle period of Japanese colonization of Taiwan(1915-1930).This paper makes a systematic study of : the “Li Fan policy” of the Japanese colonial authority in the early stage of Taiwan’s colonization;the formation of the “Li Fan policy”in the middle stage of Taiwan’s colonization;the development of the “Li Fan policy” in the middle stage of Taiwan’s colonization, and the influence of the “Li Fan policy” in the middle stage of Taiwan’s colonization. The conclusion is as follows: although at this stage, the Japanese colonists adopted the “Li Fan policy” of luring and drawing together Taiwan’s ethnic minorities,it actually increased the exploitation and oppression. In essence, the “Li Fan policy” at this stage aims at colonization and exploitation,so the survival and dignity of Taiwan’s ethnic minorities cannot be guaranteed.In1930,the outbreak of the “Wushe incident” not only showed the bravery and tenacity of Taiwan’s ethnic minorities in resisting colonial aggression, but also provided an opportunity for future generations to understand the essence of the“Li Fan policy” at this stage. The Anti-Japanese struggle of Taiwan’s ethnic minorities is an important part of the War of Resistance Against Japan of the Chinese nation.Their heroic struggle deserves the memory of every Chinese people. Therefore, the study of the “Li Fan policy” in the middle period of Taiwan’s colonization is of great significance both in reality and in theory.
