Natural disasters have been common in the United States in recent years.In order to cut down the negative effect from natural disasters to American,ensure the basic living standards of the victims,and regulate the use of disaster assistance fund.the relevant policy makers in the United States like Nita Sue Melnikoff Lowey(Lowey),a Congressman,have come up with ideas.The Additional Supplemental Appropriations for Disaster Relief Act,2019,was initiated by Lowey On April 9,2019.After a series of hard experience,it was submitted to the US President Donald Trump on June 5,2019.And the law is formal effective after it was signed by the President on June 6,2019.This legal translation practice is based on legal document of the United States—The Additional Supplemental Appropriations for Disaster Relief Act,2019,which contains 12 acts involving 9 major federal departments or agencies in the United States,including the Department of Agriculture,the Department of Commerce,the United States Coast Guard and so on.However,the translator excerpted the former 10 parts as the source text of the translation practice.In the process of translation practice,the translator who is guided by the text typology of the famous German translation theorist Katharina Reiss,and then found that there were difficulties in translating glossaries,long sentences and textual level of the original text.For these difficulties,the translator gives her solution by examples.This theory proposes a "top-down" approach to translation,which breaks away from the traditional "bottom-up" translation model in linguistics.In other words,doing translation can start from the text,without being restricted by the word,syntax and the mode of discourse.Thus,in the process of translation,it is conducive to achieving the stylistic equivalence of a legal text with standardized,accurate wording,rigorous structure and complete reasoning.In addition,the theory gives the priority of functional principle to equivalence principle.As a legal text,its intention is to provide information.So,in translation,information should be put in the first place,and the meaning of the original text should be directly and completely transmitted to assure to provide accurate information.For the equivalence of the words and sentences in original text should be placed in the secondary position.In short,this theory is a lightbulb that points out the direction for the translator’s translation,helps the translator to courageously confront with difficulties in the translation process,and provides certain reference significance for the text type theory to guide the practice of legal translation.
