Disaster Relief Of Gansu In 1920s

Natural disaster is a frequent and serious occurrence in Gansu during the reign of Republic of China, especially in the 1920s, which resulted in great number of victims and social disorder. Owing to the political disorder of Gansu in early 1920s, the government, which should be the main body of disaster relief, was of little effect, instead, the civil force become the main body of relief, alleviate the suffering of victims. As the nationalist troops entered Gansu and the gradual strengthening of the control of the province, together with the decrease of relief by civil force because of their limited economic ability and bandits. The government resumed the main body of disaster relief in late 1920s, but it is failed to good relief victims.The actions government and civil force of relief in Gansu in 1920s reflects the transformation of social order in Gansu from serious disorder to normal state. Though the relief system manages a progressive shift from traditional pattern to the modern one, yet judged from the actual result of relief, it mirrors the decline of social economy of Gansu in 1920s.
