The Practice Of Relief System In Yunnan During The Qianlong Period

Disaster as a force of nature which human cannot control, once it happened, it would bring huge influence to people’s production and life and threat the rule of the government. In order to maintain the social stability and restore normal reproduction of the society, the government design a set of disaster relief systems to minimize the loss of the human beings that caused by disasters.This paper consists of the foreword, main part and the conclusion:The foreword introduces the reason why choose this topic, and reviews the related research achievements about the relief from the previous, then it introduces the research focus of the paper.The main content consists of two parts. The first part mainly starts with the natural disaster that happened in Yunnan province in the Qianlong period, and it analyses the characteristics of Yunnan’s disasters and the influences on the economy of Yunnan. The second part respectively writes the disaster prevention system, applying and approval system and the disaster relief system, at the same time, it analyses the implementation situation of the Yunnan’s relief, characteristics and problems under the overall framework. There are mainly as follows:First, it discusses the disaster prevention system in the Qianlong period and the prevention situation of Yunnan province under the framework. Compared with the Central’s disaster prevention, the disaster prevention of Yunnan has its own features, because Yunnan is restricted by its special geographical environment and the development level of economy. Secondly, the applying and approval system of the Qianlong period is improved and perfected gradually on the basis of all previous systems. Though Yunnan’s applying and approval system is run under its framework, there still exist some certain problems in the process of operation. Thirdly, it analyses the relief system of the Qianlong period and the practice of the system in Yunnan. The disaster relief system is mainly composed of the state official assistance and the folk informal assistance, they cooperate with each other and mutually provide disaster relief; in this period, the object of national relief became more clear and the relief standard had expressly provided, finally,formed a regular system. Yunnan is no exception. Yunnan’s disaster relief combined with its own condition and formed its unique characteristics.The conclusion summarizes the relief system of the Qianlong period based on the inheritance of the ancient relief system, and it constantly adjusted and improved to meet the needs of providing disaster relief. Yunnan’s disaster relief system is going on under the arrangement of national relief system. However, the implementation of Yunnan’s relief system has its own characteristics under the influence of the geographical environment and the unbalanced development of economy.
