A Translation Practice Report On “Strengthening And Enhancing Cyber-capabilities By Utilizing Risk Exposure Technology Act”

As the world enters the information age,government information security and government acquisition security are becoming more and more important,because it relates to national security and people’s interests.In December 2018,the United States Congress passed Strengthening and Enhancing Cyber-capabilities by Utilizing Risk Exposure Technology Act,which aims to protect the information security and procurement security of the United States Federal government.This law is of great reference value for legislation of China’s information security protection and government acquisition security.The source text of this translation practice belongs to the United States federal law,therefore the translator chose Susan Sarcevic’s approach to legal translation as guiding theory.Moreover,according to classification of legal text types,the text type of the source text belongs to prescriptive legal text,which demands translator to strictly adhere to it during translation.Under the guidance of Sarcevic’s approach on the translation of legal terms,this report also discusses how to solve terminological problems in legal translation of different legal systems.Methods such as functional equivalents,lexical expansion,literal equivalents and paraphrase are recommended in the translation of the source text.Through these methods,the problem of terminological incongruence is well managed.This report also illustrates the application of the Sarcevic’s approach at the syntactic and textual levels.Legal translation is a dual operation of legal transfer and interlingual transfer.Legal translators should strive for the legislative intent of the source text and express the legal effect of the source text.Therefore,when translating legal provisions,the translator manages to express the legal effect of the source text on the basis of accurate understanding.In the end,there is a conclusion of this translation practice.
