Research On The Implementation Of Basic-level Government Functions In Rural Cultural Construction

With the rapid development of globalization,the functions carried by local culture have been paid more and more attention.More and more people find that the characteristic cultural elements of the countryside can develop new economic power and rural cultural economic products that stimulate economic development.Promote the development of rural culture and economy by combining modern industries with agricultural production.Therefore,under the new trend,building,inheriting,protecting and developing rural culture is becoming more and more important for the economic development,cultural characteristics creation and cultural inheritance of rural areas.This paper mainly discusses how the grass-roots government can give full play to government functions to help build,develop and inherit rural culture under the new situation.Combined with the current situation of rural culture development in R Town of LX City,this paper discusses the role of grass-roots government functions in rural culture construction,and puts forward the best solution to solve the problems by sticking to the problem orientation.First of all,combined with the rural revitalization strategy issued by the state and the main research focus of this paper,the rural cultural construction and grass-roots government functions are redefined.At the same time,it gives full play to the publicity,dynamics,integrity and legality of grass-roots government functions,which leads to the public product theory and service-oriented government theory mainly adopted in this paper.Secondly,it fully analyzes the key contents of rural cultural construction and the functions of grass-roots government,and expounds the relationship between them.It also points out five functions of cultural construction,such as capital guarantee,planning and design,guidance,supervision and management,and education development.Thirdly,from the current situation of R town government function in rural cultural construction,this paper analyzes the current situation of government function performance.Finally,a comprehensive analysis of the problems existing in the process of promoting the development of rural culture by grass-roots government functions is made to find out the actual contradictions and shortcomings and the main reasons for the problems;Combined with the current situation of rural cultural construction,this paper points out targeted optimization schemes and measures,so as to improve the shortcomings of grass-roots government’s performance in rural cultural construction at present,and provide feasible theoretical and practical suggestions for rural cultural construction.
