| Tourism is an important engine of economic and social development,and it is a strategic and pillar industry in developed countries.Cultural tourism industry is an important part of tourism industry,it has specific economic function,social function,cultural function and political function,and belongs to happiness industry,livelihood industry and green industry.Cultural tourism industry is also an important path for spreading national culture and enhancing soft power due to its unique cultural elements.China attaches importance to the development of cultural tourism industry,and in the past 20 years,China’s cultural industry tourism industry has taken advantage of the momentum to leap to the second place in the world in terms of international tourism revenue in 2018.In the face of the trend of deepening economic globalization,developed provinces and cities in China have formulated cultural tourism planning and special tourism industry planning,and are committed to enhancing the international competitiveness of the cultural tourism industry.Heilongjiang Province cultural tourism industry has the advantages of location and resources,as well as a good policy environment,but there are shortcomings in the competitive advantage.How to improve the international competitiveness of cultural tourism industry in Heilongjiang Province under the pattern of“double cycle”and“new development”is of great importance to the construction of six strong provinces,especially the construction of strong tourism province.This paper uses factor endowment theory,competitive advantage theory,comparative advantage theory,as well as normative and empirical analysis to conduct in-depth analysis and research on the international competitiveness of Heilongjiang’s cultural tourism industry.The paper firstly elaborates the concept of cultural tourism industry and international competitiveness,and introduces the factor endowment theory,competitive advantage theory and comparative advantage theory to lay the theoretical foundation for the whole study.Secondly,the current situation of cultural tourism resources and industry in Heilongjiang Province is analyzed systematically,the advantages of Heilongjiang cultural tourism industry are clarified,and the problems of Heilongjiang cultural tourism industry are explored by selecting the factors of domestic income,total foreign exchange income,distribution of visitors and comparison with other Chinese provinces and cities.Again,the international competitiveness of Heilongjiang’s cultural tourism industry is analyzed using Porter’s diamond model with six factors,and five indicators are selected for quantitative research.Finally,on the basis of the aforementioned research,suggestions for improving the international competitiveness of cultural tourism industry in Heilongjiang Province are drawn from macro,meso and micro levels:improving the construction of urban facilities,increasing government support,enhancing brand awareness,improving the operation mechanism of enterprises,integrating special tourism resources,and strengthening industrial resilience. |
