The existence of prostitutes is the result of a combination of political,economic,cultural and other factors.It is connected with the political and economic system,marriage system,morality and ethics of human society and various social norms that restrict human behavior.Prostitutes not only existed in old China,but also had prostitutes in various countries around the world.Prostitutes,as the dark side of civilization,have continued with the development of Chinese civilization.Prostitutes were not completely eradicated until the founding of New China.In the early period of the Republic of China,Beijing,as the capital,basically inherited the development of prostitutes in the late Qing Dynasty.However,the drastic social changes made Beijing’s prostitutes in the early Republic of China show distinctive characteristics: First,it was distributed in regions,divided by grades;Second,it used the management system of team system,compound system,and residential system;Third,it adopted government authorities.Management and internal management of brothel owners and leaders.At the same time,during this period,Beijing’s prostitutes showed abnormal prosperity.The number of brothels and prostitutes did not decrease,but increased in some years.The situation faced by the Beijing prostitutes in the early Republic of China was different from before.First of all,prostitutes have a dual nature.Prostitutes are both an exploited and oppressed group and belong to the ruling class.At the same time,they are attached to the old society,and there are various bad habits in their bodies,which are imposed on them by the old society.Secondly,since the 20 th century,the feminist movement has developed,and some advanced intellectuals have begun to advocate the idea of equality between men and women,and equal rights.On the one hand,they seek to promote women ’s political rights.one.At the same time,the misfortunes of prostitutes in this period were frequently reported.Some intellectuals called for rescue of prostitutes and criticized the harm caused by the prostitute system.The issue of prostitutes is no longer a topic that people avoid.In addition,some spontaneous rescue agencies and rescue groups have emerged in society.They are committed to rescue prostitutes and call for improvements to the prostitute system.With regard to the development of public opinion on prostitutes,to a certain extent,it will also inevitably affect the government’s attitude towards prostitutes.What kind of measures are taken against prostitutes,is it a strict ban on prostitutes,or is it allowed to exist and regulate its operation.In view of the failure of the prostitute policies in the past and the social environment of internal and external concerns in the early Republic of China,Beijing basically followed the public prostitution system since the late Qing Dynasty,and regulated and rescued prostitutes.By reorganizing the Jingshi Police Department to takecharge of the management of prostitutes,the establishment of corresponding relief agencies to treat prostitutes for sexually transmitted diseases,receive relief,and provide a way for prostitutes to escape from the sea of suffering.Generally speaking,due to the influence of various factors such as the political environment,economic conditions and traditional ideas at that time,Beijing had many shortcomings in the regulation and rescue of prostitutes in the early Republic of China.But it is undeniable that Beijing has played a positive role in the regulation and management of the prostitute industry,and the establishment of the Jiliang Office has also made some prostitutes out of the sea of suffering.The measures taken by Beijing on prostitutes have created a new situation where the government has led the regulation and rescue of prostitutes since modern times.
