A Study On The Administration System Of Ningyuan In Qing Dynasty

Ningyuan is strategically located on the north-eastern Frontier,where many dynasties once operated.After the establishment of the Qing Dynasty,on the basis of the Ming Dynasty,it established an administrative system which was in line with the development of the Ningyuan region and had its own ethnic characteristics,and laid the foundation of the regional management system of modern Ningyuan.A comprehensive analysis of the administrative system of Ningyuan in the Qing Dynasty,its characteristics and influence,is conducive to a full understanding of the historical process of the formation of the Ningyuan regional administrative territorial entity today,and to make up for the lack of previous studies in the region,and then provide certain historical reference for promoting the development and prosperity of northeast China.The administration system of Ningyuan was composed of four parts.First,the administration system of the people of the Chinese flag was centered around the city.The Qing government took the city as the center and set up Ningyuan Garrison,the post-central garrison and the post-central garrison,and the post-central garrison,and Fort as the center of the garrison points,the two cooperate with each other,with the collar,Xiao Jie school and so on to manage the flag.Second,the People’s management system centered on the prefecture of knowledge.With the increasing number of people,the Qing Court established Ningyuan Prefecture to manage the people in the third year of Kangxi’s reign,and set up in the local "community","a" and other grass-roots self-government organizations for management.Although the flag and the people are under different management systems,but the two administrative agencies in the same city,some matters also need to be coordinated,so it is not an absolute flag,people rule.Third,the post-road management system centered on the post-station,which was established in ancient times.The Ningyuan area is located on the corridor of Liaoxi connecting the Central Plain and the northeast,the special geographical position and natural environment have made the development of the post road system in this area,and it has become an important link in the transportation system of the northeast area.Fourth,the border defense management system centered on the side gate.After the establishment of the Qing Dynasty,on the basis of the Liaodong side wall in the Ming Dynasty,wicker edges were built and side gates were built for management.Many side gates were successively built in the Ningyuan area,to become an important part of the defense of the northeast frontier.The development of the local administration system in Ningyuan in the Qing Dynasty was the result of the Qing Dynasty adapting itself to local conditions and to the times.It not only had a strong regional character and was in line with the actual situation in Ningyuan,but also had a strong ethnic character and compulsion,in line with the needs of the Qing frontier construction and the strengthening of the centralisation.The establishment,development and maturity of the four-element management system in Ningyuan showed the continuous improvement of the local management policy of the Qing Dynasty,and was also the epitome of the development of the administrative management system in northeast China.The reconstruction of the history of the administrative system in Ningyuan can not only deepen the study of the regional history of Ningyuan,but also contribute to the study of the local administration and border areas in the Qing Dynasty.
