Research On The Path Of Digital Empowerment Rural Public Cultural Service

The report of the 19 th National Congress of the Communist Party of China points out that "we should improve our public cultural service system,deepen the cultural projects benefiting the people,and strive to improve the people’s cultural activities".With the continuous development of information construction in the new era,digital public cultural services have become an important part of the current government work.Digital empowered public cultural service is a kind of development and extension of traditional public cultural service,and it is also a new way for the public to obtain public culture.Pushing forward the digital construction of public culture and exploring the significance of digital enabling public culture is not only the inevitable choice to satisfy the people’s pursuit of spiritual and cultural world satisfaction,but also the meaning of perfecting the public cultural service system in China.In the past two years,the digital construction of Cangqian Town has developed rapidly.Many Internet towns have been established and many digital industries have been introduced.Under this background,this paper takes Cangqian Town as an example for analysis and discussion.Taking Cangqian Town of Hangzhou as an example,this paper studies the current situation of digital construction of public cultural services by using questionnaire survey and interview method.Through investigation,it is found that in terms of public cultural infrastructure construction,Cangqian Street Library has been connected to digital facilities.In the construction of public cultural digital platform,Cangqian Street has connected public cultural resources to the "national cultural cloud" system,and the street also has its own We Chat public account.Although Cangqian Town has begun to develop the public culture of digitized empowered streets,there are still some practical problems,such as weak foundation,content and form of digitized services failing to meet the requirements of the masses,and poor allocation of talent team.The main reasons for these problems are as follows: the district government and the town government have not issued comprehensive policies to guide the development of public culture digital construction,the town government has insufficient initiative awareness of service,less capital investment,and has not allowed the masses to participate in the decision-making of public culture construction.This article pointed out: after the basic unit government in the future to carry out the process of construction of public cultural services,government should from the policy to guide the participation of social forces,increasing investment in talent team construction,guide the masses to participate in the construction,only in this way,can we further improve the overall level of public cultural services,satisfy the citizens’ basic cultural appeal.
